1. CONTENT Introducing the Community Based Public Works Programme (CBPWP). Role of District Municipalities Sanitation projects implemented
2. WHAT IS THE CBPWP The CBPWP is a specific job creation and poverty relief programme of the DPW targeted at the rural poor. Its objectives are as follows: Creating short-term employment opportunities for community members by means of construction of public assets Creating sustainable micro business opportunities by facilitating micro business opportunities associated with community assets created Targeting the poorest of the poor in rural areas
2.1 CBPWP TARGETS Local Labour: at least 30% of the project budgets are to be spent on local labour Women: at least 50% of the people employed should be women Youth: at least 15% of the people employed should be youth Disabled: at least 1.5% of the people employed should be disabled
2.2 CATEGORIES OF PROJECT TYPES The following are the categories of the types of projects implemented by the CBPWP: Directly productive (e.g. community gardens) Projects that facilitate access (e.g. roads) Projects that save labour (e.g. water projects) Projects that encourage social cohesion (e.g. multi purpose centres) Projects that protect the environment (e.g mending of soil erosion)
3. ROLE OF DISTRICT MUNICIPALITIES The DMs are assigned a role of Programme Implementing Agents (PIAs) in order to perform the following: Overall programme management Managing of community training Identification of projects Identification and employment of local contractors and communities Proper planning for project sustainability Maintenance and operation of certain community assets
4. SANITATION PROJECTS Two types of projects have been implemented, namely: District Municipality projects Special sanitation project
4.1 DISTRICT MUNICIPALITY PROJECTS Total amount of Sanitation Projects by the CBPWP IS 116 with a Budget of R16885519 In the 1998/99 Financial year there were 7 Sanitation Projects with a Budget of R2475032 In the 1999/00 Financial year there were 3 Sanitation Projects with a Budget of R1375391 In the 2000/01 Financial year there were 66 Sanitation Projects with a Budget of R5084488 In the 2001/02 Financial year there were 34 Sanitation In the 200203 Financial year there were 6 Sanitation
4.1 DISTRICT MUNICIPALITY PROJECTS Total amount of Sanitation Projects by the CBPWP IS 116 with a Budget of R16885519 In Eastern Cape there were a total of 7 Sanitation Projects with a Budget of R919139 In KwaZulu/Natal there were a total of 72 Projects with a Budget of R10619553 In Mpumalanga there were a total of 28 Sanitation Projects with a Budget of R3943543 In Limpopo Province there were a total of 1 Sanitation Projects with a Budget of R62368 In North-West there were a total of 2 Sanitation Projects with a Budget of R846995 In Free State there were a total of 6 Sanitation Projects with a Budget of R493921
4.2 SPEICAL SANITATION PROJECTS A R3 million partnership with the KZN Department of Health to fight the outbreak of Cholera at Nongoma/Mahlabathini focusing household toilets and spring protection. Achievements are as follows: All toilets have been completed, including the 43 additional toilets from the project savings The total number of 1308 toilets have been completed as follows: - 222 toilets in Bhanganoma (Nongoma) - 220 toilets in Ncemaneni (Mahlabathini) - 150 toilets in Nhlungwane (Mahlabathini)
4.2 SPECIAL SANITATIN PROJECTS (continues) - 21 toilets in KwaMbuzi (Nongoma) - 94 toilets in Nhlebela (Nongoma) - 208 toilets in Wela (Mahlabathini) - 62 toilets in Zimfabeni (Mahlabathini) - 78 toilets in Mpakama (Nongoma) - 197 toilets in Mememe (Nongoma) - 56 toilets in Mhambuma (Nongoma) Thirty (30) springs, which is the total number to be protected is 100% complete The completed springs have been tested and are working very well
