UOCAVA Electronic Blank Ballot Delivery Use Case John P. Wack National Institute of Standards and Technology http://vote.nist.gov

FVAP Federal Voting Assistance Program, branch of the DOD Deals with the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) Aims to make military participation in Federal elections commensurate with rest of US Faces significant logistical challenges in getting ballots sent on time and delivered to correct addresses for overseas military and then returned successfully

FVAP Plans Planning on electronic blank ballot distribution (BBD) systems for 2012 Federal elections Voter inputs ID information and receives an electronic ballot Voter may print and fill out or fill out on-line and then print Voter mails back paper ballot via postal mail

FVAP Needs FVAP needs a CDF to give to participating states by early Summer, 2011 CDF will need to express Election jurisdiction data Ballot definition data Voter registration data List of parties for the election Election rules Election display rules Ballot return data

BBD Issues Some states will need to export data into a CDF to give to FVAP so it can build pre-canned ballots (or they may build them) Other states may be able to interact with a BBD system that could build ballots “on the fly” Both scenarios require a robust CDF that manufacturers can implement cleanly

UOCAVA BBD Use Case NIST is developing a use case to describe the scenario, data, and XML schemas for FVAP BBD needs NIST will deliver by early Summer 2011 Use case scenario document XML schemas As a possibility, UML model A reference implementation

Current Status Use Case scenario document out for review on P1622 list NIST working with OASIS and using EML as basis for schema development FVAP to involve potential vendors, relevant election officials, and identify additional needs
