ILO’s social protection activities in Africa Presentation at the SPIAC-B Algiers, 26 April 2017

Over the past 10 years the ILO has supported the development of social protection in 136 countries national social protection strategies in 34 countries health protection in 30 countries child benefits in 21 countries maternity benefits in 20 countries unemployment insurance schemes in 20 countries public employment programmes in 31 countries old-age pensions in 43 countries

In 2016/17, the ILO supports the development of social protection systems, including floors (SDG 1.3), in 66 countries – 23 in Africa Europe, CA: 5 countries Asia: 15 countries MENA: 7 countries LA: 16 countries AU initiatives in relation to Agenda 2063: Additional protocol to African Charter on Human and People’s Rights on the Rights of Citizens to Social Protection and Social Security Extending social protection access and portability to migrant workers and their families in selected RECs in Africa (EAC, ECOWAS and SADC) Monitoring framework for the Agenda 2063’s 5 year priority programme “FIRST FIVE YEAR PRIORITY PROGRAMME ON EMPLOYMENT, POVERTY ERADICATION AND INCLUSIVE DEVELOPMENT” Key Priority Area 3 out of 6 covering Social Protection and productivity Africa: 23 countries + the AU initiatives 21 countries (in red) are part of ILO’s Flagship programme on building social protection floors for all

In Africa, ILO’s support ranges from national strategies to MIS systems, pension reforms to universal schemes… In 2016/17, 66 countries receive direct technical assistance from ILO to develop their social protection systems and floors. This support ranges from : South south learning in Algeria Support to the developement of national social protection strategies (Cabo Verde, Chad, Ethiopia, RDC, Ghana, Mozambique, Namibia, Niger, Nigeria, Togo, Zambia, Egypt) Support to the development of social helath protection (Cameroon, Chad, Cote d’Ivoire, RDC, Togo) Adminsitrative governance, development of MIS and institutional coordination (Cabo Verde, Namibia, Malawi, Mozambique) Financial governance (RDC, Ethiopia, Ghana, Mali, Mauritania, Mozambique, République Démocratique du Congo, Tanzania, Egypt, Tunisia, Zambia) Maternity (Ghana) Pension in Tanzania and Egypt + new requests in Botswana and South AFrica Extension to the informal economy (Kenya, Mozambique, Senegal, Zambia, Morocco) Extension to migrant workers (Morocco) Tripartite design / reform of a comprehensive SS (Lesotho, Botswana, South Africa) South south learning National SP strategies Social health protection Maternity Pensions (universal, contributory) Financial governance Administrative governance, coordination Extension informal economy/migrants Tripartite design/reform of SS schemes
