Reasons for implementing the program Vietnam higher education is transforming to credit system and competence based. there are many difficulties for nursing professional training in light of teaching and learning innovation, curriculum improvements, assessments of student skills, evaluating effectiveness of current educational programs and teachers’ competence Vietnam had signed the framework agreement on mutual recognition between ASEAN countries related to Medicine, Dentistry and Nursing.

Innovate Nursing Program Based on Professional Practice Capacity To design, develop and implement the curriculum based on the competency standards for nurses in Vietnam at college level Develop teachers’ competency who implement the curriculum based on the competency standards for nurses sustainably and successfully. Innovate methods and assessment toolkits for learners based on the competency standards for nurses Improve infrastructure and learning conditions of the students according to the innovation. Develop an organizational structure to manage project implementation sustainably and successfully.

Nursing Enrollment plan from 2017 to 2020 STT Year Nursing student Enrollment Criteria Priority 1 2017 150-200 Ministry of Labor, Invalids and Social Affairs Northwest region of Vietnam 2 2018 150 Northwest region of Vietnam 3 2019 4 2020

Is there any chance for local university or college joining the program: Case of Phu Tho Medical College

Strengths The college has a strong commitment and consensus among the staffs regarding to identify the nursing program is a main curriculum. The college has trained the nursing curriculum since 2005, it has been evaluated and continuously improved. The college has a private hospital with 400 beds that is often a practical and continuous unit for nurses Information technologies have been widely applied in the college for education management and it was certified under ISO 9001:2015

Strengths The number of student (admissions) range is from 100 to 200 annually The proportion of lecture with graduated level account for 80% with the nursing background (Appendix 6: List of nursing teachers in the college and in the private hospital). Database system and library have been upgraded and digitized. There are 600 full-equipped accommodations for students

Weaknesses Nursing curriculum of the college mainly relies on theoretical, less practical. It has not been combined as modules for learners gaining competency. Lectures’ teaching methods heavily base on transmitting knowledge. They have not yet innovated in an active learning In the hospital, the lectures have not been trained about practical teaching methods. There is a lack of investment in simulating lab for learners (e.g., equipment and simulation models for practice) The cooperation within departments in the process of curriculum innovation has not been closed.

Weaknesses The hospital is located outside the college thus there is a lack of accommodations for students. They lack access to data when studying there. The room system and audio-visual equipment has downgraded that has not fulfilled the quality of learning processes. There are many doctors giving nursing lectures The evaluation toolkit has not met certain standards. It mainly based on knowledge evaluation. Consulting and supporting system for learners in education is not professional, no standard business Language skills both students and lectures are limited.

Opportunities The government has implemented the national framework and the ministry of health has issued the competency standards for nurses in Vietnam Experience in doing previous projects, programs is paving the way for innovation The college’s leaders and staffs committed to innovate nursing curriculum based on competency standards. HPET project is a great opportunity for the college’s innovation and gaining more resource

Opportunities Experience from larger medical universities is a driving force for the college’s innovation Experienced national and international experts are willingness to support the college Local authorities fully support the college

Challenges Increasing competitiveness between medicals both in domestic and in international regarding to the quality of nursing training The college is located far from the provincial center so that it has a geographic disadvantage The college’s nursing curriculum must meet the competency standards for nurses Financial mechanism of public schools and supporting resource for innovation are both limited. Language skills of lecturers and their teaching competency are limited. Innovate the curriculum is needed to be continuous and sustainable
