Bollinger Story History 1959 Camp Corn Planter Warren State Hospital housed – 3,200 people Hospital supported by farming the land surrounding the property. 1966 Mental Health Mental Retardation Act Funded by 10% County and 90% State 1972 Cliff and Annabel Bollinger Founded BEi

BEi Programs   The Life Skills Program (Home and Community Habilitation) is held in the Towers apartments on Oak St. in Warren. The program focuses on teaching individuals how to acquire the skills to live on their own independently. Areas addressed include: household maintenance, cooking, cleaning, safety, budgeting, socialization, etc.

BEi Programs The Therapeutic Activities Program (Home and Community Habilitation) focuses on providing services out in the community to assist individuals in acquiring, retaining and improving their self-help, socialization, and adaptive skills.

BEi Programs Chapter 2380 Adult Training Facility (ATF) (Community Habilitation) provides services to individuals in the areas of self-care, communication, community participation, and socialization. We also have a work component included in our service as an option.

BEi Programs Chapter 2390 Pre-Vocational Services: (Sheltered Workshop): assists individuals in developing necessary skills for placement into competitive employment.

BEi Programs Supported Employment Services: assists individuals in finding a competitive job of their choice. The required staffing ratio for this program is 1:1.

BEi Programs Cleaning Contracts (Transitional Work Services): supports individuals that are in transition to integrated, competitive employment through work that occurs out in the community providing cleaning services for local businesses. We have several individuals who participate in this program who are supervised by BEi staff who go into local businesses to clean. Our current cleaning contracts are with ANF, DeFrees Center, and Targeted Pet Treats.

BEi Programs BE-inspired Art Program (Transitional Work Services): supports individuals that are in transition to integrated, competitive employment through work that occurs in a location held downtown at a local business (Seasons on the Avenue).Classes are taught by local artists in the store or in the community. The individuals work on enhancing their skills to make products that they can sell for profit at the store or in the community. They also learn about how to market their products and how to run a business.

BEi Programs Transportation (Trip): this service provides transportation from Forest County to the Venango Training Center in Seneca, PA. Current individuals receiving this service are between the ages of 32-34.

On July 22, 2014, President Obama signed into law the Workforce Innovation and Opportunity Act (WIOA), which replaces the Workforce Investment Act of 1998 (WIA) and amends the Rehabilitation Act of 1973 (Rehabilitation Act).

WHO Pre-employment transition services (PETS) may be provided to all students with disabilities, regardless of whether an application for services has been submitted.

Independent Living Skills Group Services Independent Living Skills Assist students with disabilities in developing the skills needed to live independently Curriculums can include household budgeting and financial management; utilizing public transportation; navigating through the social services system Provider submits curriculum for approval

Self Advocacy Skills Group Services Assist students with disabilities to gain knowledge to advocate for themselves Curriculums can include disability awareness, advocating during an IEP process, understanding transition processes, and advocating for themselves in post-secondary education, employment, and coordinating social services Provider submits curriculum for approval

Workplace Readiness Training Group Services Workplace Readiness Training Efforts to provide students with employability skills Curriculums on soft skills training, interview skills, resume writing, and other employability skills Provider submits curriculum for approval

Individual Services Job Shadowing Up to 25 hours of job shadowing experience Can be done at multiple employers Provider facilitates experience on site Used to help student explore WBLE/career opportunities

Work Based Learning Experiences Individual Services Work Based Learning Experiences Students will participate in work based learning experiences, which may include in-school or after school opportunities, or experience outside the traditional school setting (including internships), that is provided in an integrated environment in the community to the maximum extent possible. Students will be provided options for experiences to gain knowledge and skills need to obtain competitive, integrated employment or transition to post-secondary training

Governor Tom Wolf Executive Order: 2016-03 – Establishing “Employment First” Policy and Increasing Competitive Integrated Employment for Pennsylvanians with a Disability Goal – increase the hiring of Pennsylvanians with a disability Pennsylvania Government is promoting improved competitive integrated employment This policy reflects the Commonwealth’s goal of making the Commonwealth of Pennsylvania a model state when it comes to creating a climate hospitable to workers with a disability.

Executive Order: 2016-03 The Secretaries of the Departments of Education, Human Services and Labor and Industry, working with other Commonwealth agencies or executive office officials as appropriate, will develop a written plan to address the implementation of the following goals: a.  Implement Employment First as the policy of all Commonwealth executive branch agencies; b.  Align funding, policy, data collection, and practice toward an emphasis on competitive integrated employment rather than non-competitive, non-integrated employment; and c.  Increase the number of Pennsylvanians with a disability employed in a competitive integrated job. (25% - 50% - 75%)
