MSs have to publish and notify the applicable national rules National Rules means all binding rules adopted in a Member State, irrespective of the body issuing them, which contain railway safety or technical requirements, other than those laid down by Union or international rules which are applicable within that Member State to railway undertakings, infrastructure managers or third parties. (4thRP Directives) Basic needs for national rules needs to be supported by appropriate tools Applicants shall have access to the latest versions of the applicable national rules MSs have to publish and notify the applicable national rules ERA have to examine the notified rules National rules validation by EC

Future single database for NTR management Single Rules Database (SRD) Notif-IT National rules management (add rules, notification, examination) National rules use (public) RDD Will eliminate the necessity of Notif-IT and RDD. Also will eliminate the need to use TRIS for draft rules for railway field. Forecasted to be in used by June 2019, including the migration of relevant data from other systems TRIS

Cleaning up of national rules supported by RDD RDD is maintained by ERA from IT side. ERA also provides support to the MS for populating RDD with national rules. Content published in the RDD is in full responsibility of the MSs. RDD should contain all the rules for vehicle authorization after the completion of the cleaning up exercise. National rules in the scope of priority of ERA assessment: national rules to be used in addition to the latest TSI in force. National rules in RDD are structured based on the list of parameters The migration of national rules to the last list of parameters (Decision 2015/2299/EU) should be finished by end of 2017. Rules for CCS on board are to be found associated with parameters in chapter 12 of the list of parameters. Information about baselines should be currently provided by MS in the text of the rule. A new feature is pending to be implemented in RDD to provide a dedicated field for specification of baseline.

Save the results of the report (optimized for MS Excel format) Use case scenario 2: consult the rules online directly in RDD: Access from menu bar: Part II-NRD\National Technical Rules Select the appropriate filtering criteria and press Search The list of filtered rule is presented in a tabular form, each rule can be opened to view its full details

Cleaning of rule for ETCS National rules content is captured and assessed during the rules cleaning up dialog with the MSs. The outcome of those dialogues is available in first instance in the detailed list of status of the NTR activity for ETCS and GSM-R , accessible on the ERA Website: ERTMS national technical rules. Some of the rules in the above mentioned list may not be in the RDD scope which is limited to VA rules, e.g. operational rules to be covered by SMS, best practice descriptions – a suitable place will be identified for those. Rules for testing are identified but not considered in the assessment discussion as they are on hold waiting the outcome of the test ERTMS Working Group (part of the ERTMS platform “Game changer activity”). In case rules are identified as addressing enhancements or possible error correction: ERA will agree with the rule on temporary basis subject that a CR will be filled In case CR is approved, rule will be repealed by the MS after the implementation in the TSI revision In case CR is approved, ERA will label the rules as “disagreed” and will have to be repealed by MS (???) Generally, rules referring to additional functionalities (e.g. radio shunting, operational procedure requiring ETCS to be in shunting mode) will be applied only for projects were the respective functionality is implemented. Most of the rules do not apply for TSI B3 vehicles e.g. Netherlands: 10 rules (all discussed) – 0 rule applicable for ETCS B3 R2 Testing While Radio shunting ETCS to be in SH mode 2 Communication sessions
