What We Have … Guidelines MDTFs Communications Strategy for NGOs A framework for MDTFs and NGO’s co-operation in post-conflict Sudan. Two Guidance Notes: National & South Highlighting the importance of structure and systematic interface at OC and TS levels.

Policy Context for MDTF-NGOs Engagement

Accomplishments/Activities Up to Date Objectives Accomplishments/Activities Up to Date Identification and analysis of NGOs landscape Established and maintained a comprehensive NGO’s database. Raise NGO’s awareness of MDTF-N strategies Held regular formal and informal meetings with the opinion makers of NGOs. Dissemination of MDTFs information Broadened MDTFs knowledge sharing practices with NGOs. Facilitate collaboration between NGOs and missions/ technical units Arranged for sector-specific meetings between technical staff and NGOs. Enhance the transparency and credibility of MDTFs Organized open dialogue and round-table meetings with the NGOs Explore flexible funding arrangements for NGO Provision of small grants to NGO’s.

Challenges Some MDTFs key stakeholders remain cautious about NGOs engagement; MDTFs restricted funding policy; Complexity of World Bank Procurement Procedures; In the North; The suspicion that exists between NGOs and government; In the South; Unfavorable conditions for NGOs operations.

Recommendations For NGO’s: NGO’s should take more initiative in reaching out to MDTF. NGO’s should follow a diplomatic approach with the government. NGOs should be more assertive in demanding coordination from donors contributing to the MDTFs envelope. NGOs should communicate to MDTFs chief partners what would be their ideal participation/consultation

Recommendations for MDTFs/WB Ensure NGOs representation in MDTFs events; help to propose ways to the government for improving good relations with NGOs; Expand Knowledge sharing practices; Provision of advanced technical and institutional training to NGOs; Closing the gap between expectations, policy and practice.
