ARROW Plus is a Best Practice Network selected under the ICT Policy Support Programme (ICT PSP) DEMO or How does the ARROW system look like from the user perspective

ARROW in practice ARROW is a tool to facilitate rights information management in any digitisation project involving text and image based works. ARROW infrastructure allows streamlining the process of identification of authors, publishers and other rightholders of a work, including whether it is orphan, in or out of copyright or if it is still commercially available. In the next slides, we will take you step by step through the process of the ARROW system The presentation runs automatically, click only when the this symbol appears

ARROW in a nutshell REQUEST RESPONSE USERS OF THE ARROW SYSTEM ARROW SYSTEM The user submits to the ARROW system a request to digitise a book or a collection of books ARROW collects the best available rights information from the different sources connected to the system The user receives the response to the request based on the information collected and processed

The user submits to the ARROW system a request to digitise a book or a collection of books Up to 100 xml records Submit a Request – MARC 21 XML upload The user uploads a file with the records of the books requested

OR

Submit a Request – Query form The user enters manually the metadata of the book requested

Monitoring the requests The user can immediately see and check the status of each requested book Basic bibliographic information on the book Country of publication The user is asked to validate records matching with the requested book

Matching validation The user is supported in choosing among multiple alternatives by the matching probability percentage: the higher is the percentage the higher is the similarity of the proposed record to the book requested The user can see (and choose) matching alternatives and refine the search Matching alternatives are records of books that correspond or are similar to the book requested by the user, as recorded in the National library catalogue of the country of publication

Monitoring the requests The request has been fully processed and the final answer is available The user can see the status of the request according to the different sources interconnected by ARROW and when available the final response

ARROW Response - Results of the request RRO Response WORK Status The user gets a comprehensive overview of the information collected for the request submitted

ARROW Response – Supporting Resources The user can review the different parts of the process WORK metadata and VIAF integration The record of the book (manifestation) chosen by the user in the Matching Validation process Records of book (manifestations) that correspond or are similar to the book requested, including commercial availability, as recorded in the Books in Print catalogue of the country of publication Indicates whether each book is In commerce or Out of commerce Similar works related to the book requested

To sum up  ARROW is a comprehensive system for facilitating rights information management in any digitisation programme supporting the diligent search process, scalable to further applications in the new digital markets ARROW system addresses the issue of Orphan Works but goes beyond it towards a comprehensive Rights Information Infrastructure to search for information on all categories of books A work becoming orphaned is essentially an issue of missing or incomplete information
