Feasibility Analysis for Multi-Agency Fire Services provided through a Joint Powers Authority and Related Ambulance Study

Why the Feasibility Analysis? Brea/Fullerton Fire Command Staff merger successfully in place for many years and saving approximately $1.5 million a year split between two cities Next step was to explore full Brea/Fullerton fire department merger potential to: maintain or increase savings increase efficiencies and ensure ongoing success of shared command evaluate deployment of fire department resources to better meet the needs of the ever increasing Emergency Medical Service (EMS) call load allow for potential expansion to other agencies

What are the goals for a shared fire service? Maintain local control Consistent or improved levels of service Efficiencies of service delivery and costs Enhanced ability to recruit and retain Incorporation of prudent practices to reduce or eliminate unfunded liabilities related to employee benefits

Important Considerations The fiscal estimates in the feasibility analysis are based upon the best information at present Purpose of the study session is to review feasibility analysis and seek Council input on continuing the effort Merger details including compensation packages, contract services, cost sharing agreements, etc. to be determined and negotiated only upon direction from both Councils to move forward with the process Final action to fully merge fire services is dependent upon Brea and Fullerton City Councils reviewing and approving final costs, contracts, services, and cost sharing agreements

Ambulance Study Purpose: explore potential revenue for city provided ambulance transportation examine possible models for City provide ambulance services discuss pros and cons of contracting vs. bringing services in house
