Comité de Sanidad Vegetal del Cono Sur   The Plant Health Committee of the Southern Cone (COSAVE) is a Regional Plant Protection Organization (RPPO): SENASAG SDA MAPA SENASA SENAVE MGAP It operates as intergovernmental level of coordination and concerted action to solve phytosanitary problems of common interest to its member countries and strengthen regional phytosanitary integration. SAG SENASA

WORKSHOPS 2017 Workshop/ Seminar Date Place Virtual workshop on Pest evaluation guide of absent silvicultural pest (SAG), applied to the pest Stromatium longicorne .   10 – January -2017 Virtual workshop Seminar on Hunglongbing of Citrus Fruits (HLB) and Diaphorina citri: aim to train in the implementation of the contingency plan 19 to 20, July 2017 Classroom & field work 24 to 26, July 2017 Eldorado - Misiones, Argentina Regional Virtual School of Phytosanitary Inspection (ERVIF) Contribute to protect the phytosanitary situation, and thus improve agricultural productivity and competitiveness, of the South and Andean Regions by increasing the technical capacity of NPPOs and other official services for adequate phytosanitary inspection and certification February to June – 2017 Virtual • National Approach, through the National Module - which analyzes specific and differential aspects specific to each country. • International Approach, through the International Module that addresses Bases and reference frameworks

WORKSHOPS 2017 Workshop/ Seminar Date Place Forest Surveillance and Pest Control Workshop, of high importance in quarantine COSAVE/USDA/CFIA 11 to 12 September 2017 San José de Maipo, Chile. NEXT Seminar "Incidence of Climate Change on population dynamics and distribution of pests“ For NPPOs & National Agricultural research institutes of each country (grouped in PROCISUR) 4 – 5 December 2017 Uruguay

WORKSHOPS 2017 Seminar NEXT Seminar "Incidence of Climate Change on population dynamics and distribution of pests“ Session 1. Regional vision and experiences in relation to the impact of CC on behavior, population dynamics and distribution of pests Session 2: Knowledge and advances of technical and scientific studies on the impact of CC on plant pests. Predictive models: their use Session 3. Implementation experiences. Prevention and pest management in response to the impact of CC.

COSAVE: Pest Risk Analysis (PRA) COSAVE's Technical Group on Pest Risk Analysis has been working on updating and developing PRA Guide by pest and pathway . This was validated by each of the countries. The COSAVE Steering Committee definitively approved both Guides, through Resolution Nº 221/86 - 16D: "Guide to the Development of Pest Risk Analysis (PRA) by Pest". "Guide for the Development of Pest Risk Analysis (PRA) by pathway". Update to be harmonized with ISPM 11

COSAVE: Tool 'Pest Assessment Guide' Testing a new tool: The objective of the guideline is to establish a impartial ranking of pest prioritization. It allows directing the limited resources to develop the corresponding complete PRAs, for those pests with the highest score obtained with the pest evaluation guide. The results obtained with the application of the guideline in 2016 were evaluated and validated. A list of emerging priority pests for the COSAVE region (7 pests) was defined. The complete PRA will be developed for each one.

COSAVE: Tool 'Pest Assessment Guide' Lymantria mathura Fusarium oxysporum f.sp. cubense TR4 Candidatus Liberibacter solanacearum Erthesina fullo Aromia bungii Candidatus Liberibacter africanus Grapevine red blotch-associated virus Tomato leaf curl New Delhi virus The criteria applied to pre-select the 8 pests were: Pests included in the list of emerging pests proposed by the COSAVE's Technical Group on Plant Quarantine. Pests that do not currently have a regional contingency plan Pests not present in the COSAVE Region With these results a regional pest ranking will be obtained, which will allow to be prioritized within the list of emerging pests of COSAVE, to which the complete PRA Guide should be applied.

Phytosanitary Intelligence / Rapid Alert pests of concern: - Concentrating, integrate and analyze relevant information, generating a regional phytosanitary intelligence. Valuable tool for decision making in each country of the region, preventing the introduction and spread of pests. Strengthening security in shipments: a. Implementation of electronic certification in countries of the region. b. Harmonize and standardize PRA criteria. c. Harmonize the sampling criteria of consignments. d. Analysis and review of phytosanitary regulations implemented in the countries of COSAVE. November, 2016

STDF/PG/502 COSAVE: Regional Strengthening implementation of phytosanitary measures and market access STDF Implementation: Start: November 01, 2015 Ending: October 31, 2018

Project “COSAVE: Regional Strengthening implementation of phytosanitary measures and market access STDF” General objective Strengthen the implementation capacity of phytosanitary measures to maintain and improve the phytosanitary status, facilitating trade in agricultural products in the region of the countries of COSAVE and helping to maintain current markets and access to new markets. Fund approved:US$1.083.500 Specific objective: Consolidate a regional phytosanitary information system to implement actions surveillance and early detection of quarantine pests. To increase the technical capacity of the region to use the PRA process (emphasis on evaluation of the economic, non-commercial and environmental) Strengthen the process of capacity building in inspection and phytosanitary certification. Generate tools and build capacity to assess the impact of plant regulation. STDF Standards and Trade Development Facility , partnership that supports developing countries in building their capacity to implement international sanitary and phytosanitary (SPS) standards, guidelines and recommendations as a means to improve plant health status and ability to gain or maintain access to markets.
