Institutional Planning Council (IPC) IPC is the Sonoma County Junior College District’s central coordinating body responsible for the integration of planning activities and pursuit of institutional effectiveness Shared Governance Committee, including: All Vice Presidents Academic and Classified Senate Presidents (co-chaired by Academic Senate President) Representatives from faculty, classified staff, and the student government Ex officio members: President/Superintendent, Director of Institutional Research, union representatives, and a member of the Board of Trustees In collaboration with Academic Senate and other shared governance bodies, IPC: Initiates and leads the collaborative process of creating, modifying, and reviewing the SCJCD vision, mission, and values, strategic planning process, and establishment of student success and achievement benchmarks Annually reviews, affirms, and monitors progress toward achieving the SCJCD Strategic Plan goals and objectives and pursuit of institutional excellence Leads a college-wide annual review of institutional and student outcomes data, and prioritization of action goals for the upcoming year Oversees the evaluation, continuous quality improvement and outcomes of SRJC’s annual Program and Resource Planning Process (PRPP)

SRJC’s Approach: Inclusive IPC has been responsible for setting targets for: SRJC Strategic Plan Scorecard ACCJC Annual Report IEPI Framework Indicators IPC is a multi-constituency, participatory governance council, and representatives are charged with keeping their constituencies informed Wherever possible, IPC has integrated (standardized) the measures for goal setting This year, IPC is working with SRJC’s Student Success and Equity Committee and Basic Skills Committee to collaborate on goal setting

SRJC’s Approach: Connection to Planning Department Strategic Plan Goals (non-numeric) are linked to program plans and resource requests via SRJC’s annual Program & Resource Planning Process – IEPI is not directly integrated at this level, although Academic departments are provided Successful Course Completion and GPA data broken down by student equity categories College-wide Through the Strategic Plan Core Indicators, IEPI Goals are aligned with college-wide goals where possible, and the plan this year is to integrate goal setting at all levels (programmatic to College/Districtwide) to ensure organizational continuity and effort Strategic Plan Initiatives IPC developed a crosswalk which allows visual comparison and identification of gaps, and IPC has begun meeting with the Basic Skills and Student Success and Equity Committees to dialogue about how targets and goals can be coordinated, integrated, and pull the College in the same direction as the Strategic Plan Core Indicators, ACCJC Annual Report targets, and IEPI goals

SRJC’s Approach: Setting Numeric Goals Not an exact science, but we need to use data and information we have to set thoughtful, intentional goals General Considerations: If we set a higher (aspirational) goal, what are we going to do differently to bring about that improvement? If we do business as usual we cannot expect the outcome to change. If we see a change in our historical rates over time, to what can we attribute that change? It is difficult to establish causality. Therefore we need a thoughtful, inclusive dialogue to include programs that might implement the change that could inform the setting of aspirational targets

SRJC’s Approach: Setting Numeric Goals Confer with program experts Budget Advisory Committee recommends fiscal and audit goals to IPC Accreditation Liaison Officer collaborates with IPC, which sets Accreditation Goals and ACCJC Annual Report Targets Some goals lend themselves to aspirational targets… Student Outcomes: what would our completion rate goal be if we cut our student equity achievement gaps by 50%? What about our remedial progress rate – what would that look like if we reduced achievement gaps? …and some do not Successful Course Completion Rate: Extremely stable over time, likely due to instructor grading patterns – discussion about setting an aspirational goal at SRJC caused faculty to balk, claiming it could result in grade inflation

SRJC’s Approach: Setting Numeric Goals Goal setting can be political, at least at SRJC Academic Affairs and Student Services can be in silos Multi site considerations, including the lack of a resource allocation model Resistance by various departments Union concerns Follow Up underscores the importance of the goals, and the goal setting process Annual review of Strategic Plan Scorecard Data IPC evaluation of Strategic Plan implementation Presented to the Board of Trustees Planning Summits
