New techniques, initiatives, and instruments are needed to stay relevant (TODERICIU, 2016, p. 33). There is competitive advantage in using knowledge management in public administration (TODERICIU, 2016, p. 33). Using knowledge management can create a partnership between public and private administration (Boyer, 2017, p.158).
