ATIS Emergency Services Interconnection Forum (ESIF) Mission - The mission of ESIF is to provide a forum to facilitate the identification and resolution of technical and/or operational issues related to the interconnection of wireline, wireless, cable, satellites, Internet and emergency services networks. Membership – ESIF is the primary venue for 40 telecommunications industry, public safety and other stakeholders wherein these organizations generate and refine both technical and operational interconnection issues to ensure life-saving E9-1-1 services are available for everyone in all situations. http://www.atis.org/esif GSC: Standardization Advancing Global Communications

Deliverables since GSC 10 Emergency Services Messaging Interface Document: Contains standards for an Emergency Services interface to the Emergency Services Network (ESNet) and specifies the protocols and message sets for use in the Emergency Services Messaging Interface. The Emergency Services Messaging Interface supports a future direction toward a next generation emergency services network. (ATIS-PP-0500002-200x) Standard Wireless Text Message Case Matrix: Generated to address the need for standard wireless text messages and seeks to define the various wireless triggers and conditions for these standard text messages (e.g., ALI cannot communicate with MPC/GMLC, or ALI did not receive a response from the MPC/GMLC, etc.). (ATIS-0500005) GSC: Standardization Advancing Global Communications

Deliverables since GSC 10 (cont’d) Recommendation for the Use of Confidence and Uncertainty for Wireless Phase II: ESIF recommendation for managing location confidence and uncertainty for Wireless Phase 2 calls. (ATIS-0500004) Routing Number Authority (RNA) for pseudo Automatic Number Identification Codes (pANIs) Used for Routing Emergency Calls: pANI Assignment Guidelines and Procedures: Contains guidelines and procedures for the assignment and use of pANIs Used To Route Emergency Calls, such as E9-1-1 calls or other types of emergency calls that need to become native E9-1-1 calls throughout the North American E9-1-1 systems (USA & Canada). (ATIS-0500003) GSC: Standardization Advancing Global Communications

Current ESIF Issues Under Consideration Among the current industry issues now under discussion for resolution are: NGN (IMS) Emergency Call Processing (Issue 51) Next Generation Emergency Services Location Standards (Issue 50) Initial Stage 2/3 NG9-1-1 Standard Based on NGN/IMS (Issue 49) NG9-1-1 Service Coordination (Issue 48) Location Identification and Callback Capability Support for Voice and Non-Voice Emergency Calls Generated Through Emerging Access Technologies (Issue 45) GSC: Standardization Advancing Global Communications

Current ESIF Issues Under Consideration (cont’d) Current issues referred to ESIF by the Federal Communications Commission (FCC) Network Reliability and Interoperability Council VII Focus Group 1A (NRIC FG1A) Location Technology Performance Data – Define Topologies & Data Collection Methodology (Issue 44) Maintenance Testing – Methodology Recommendations (Issue 43) Lat/Long Data Display – Phase 1 Data Suppression (Issue 42) Class of Service - Rules for Accurate Data (Issue 41) GSC: Standardization Advancing Global Communications

GSC: Standardization Advancing Global Communications ATIS ESIF and the National Security Telecommunications Advisory Committee (NSTAC) The NSTAC provides industry-based analyses and recommendations to the U.S. President and executive branch regarding policy and enhancements to national security and emergency preparedness (NS/EP) telecommunications. NSTAC has identified the following areas of work within ESIF that are critical to Next Generation NS/EP telecommunications: Interconnection of E9-1-1/Emergency Services PSAP Network Interfaces and Protocol for NGN Wireless E9-1-1 Readiness Implementation Plan Federal Telecommunications Service Proprietary PSAPs GSC: Standardization Advancing Global Communications

Other ATIS (ETS) Initiatives TMOC, T1.202-2004 - Internetwork Operations - Guidelines for Network Management of the Public Telecommunications Networks under Disaster Conditions. PTSC, T1.628-2000 (R2005) - Emergency Calling Service, that was reaffirmed in 2005. PTSC active issues on ETS or in the process of developing the following standards and technical reports on ETS: Issue S0010: Create an Addendum to T1.679 Issue S0016: Support of ETS in IP Networks Issue S0041: Support of ETS in IP Networks – Phase 2 Revision of ANSI T1.631, SS7 HPC Network Capability (Pre-publication) Technical Report on Service description of ETS (Pre-publication) Standard on ETS (Pre-publication) Standard on Support of ETS in IP Networks (Under Letter Ballot) GSC: Standardization Advancing Global Communications
