History of GIS Data Distribution 1997 - Public GIS Data Release Pilot Project Funded by NOAA-OCRM Grant and prepared by the Delaware Coastal Management Program 3-CD release of State and County GIS data 2002 - Delaware DataMIL Developed by the University of Delaware (RDMS) along with USGS Pilot Project under the USGS National Map Initiative Served Only Framework data 2010 - Delaware Geospatial Data Exchange Developed by DE Dept. of Technology and Information (DTI) Data Dissemination Hub for geospatial data More than just Framework Data Zip and Ship 2013 - Delaware DataMIL retired Budget Cuts to DGS (managing agency) Obsolete technology Failing hardware

Evolution of FirstMap 2012 – GIS Community Need GIS Community expressed a need for a replacement for the DataMIL November – presented Enterprise GIS concept to the CCSPI (Cabinet Committee on State Planning Issues) Endorsed by multiple cabinet secretaries Utilized the esri ELA to conduct an in-depth needs assessment 2013 – Needs Assessment & Design Conducted stakeholder interviews with DNREC, DelDOT, DSHS, DTI Identified numerous areas of redundancy with infrastructure, data storage and gaps in data availability Esri and DTI worked together on a system design for an enterprise GIS Kicked off a Proof of Concept 2014 – Enterprise GIS Project (FirstMap) Successfully completed the Proof of Concept with sample data and applications Enteprise GIS project kicked off with support of DelDOT, DNREC, DSHS Cabinet Secretaries September – Final system go-live, re-branded as FirstMap Consolidated multiple GIS systems into one, reducing infrastructure and software footprint Emphasize cab secretary support

FirstMap Data Flow We are pulling data from the counties on a monthly basis. Geocoder is updated monthly, basemaps updated quarterly, or as needed.

Types of Services Map Services Feature Services Image Services Service is a tiled image of the data Can query, identify, find Cannot export map data, only an image Cannot modify symbology WYSIWYG Feature Services Data is exportable from ArcGIS products Can modify symbology Can edit (enabled for some services) Can export/view up to 1000 features (more for some services) Image Services Geocoding Service

Add online data to ArcMap From ArcMap, select the Add Data button and search for FirstMap. Narrow your search by selecting Groups. Note the difference between the ISO groups and groups ISO-available for export. Double click on an ISO group to view the features available.

Add Data from ArcGIS Online From the AGOL home page select Map Click on Add->Search for Layers Search for “FirstMap” in My Organization or ArcGIS Online Add layers by selecting Add When finished, click on Done Adding Layers Customize the map as desired NOTE: Some layers are limited to display 1000 features at a time
