Carryover & Expiring Entitlements Expiring funds declared as carryover are converted to Discretionary and re-distributed to the Regions for use during the current fiscal year. Expiring entitlements can be retained within the State/Region by transferring funds to other airports.

When Do My Entitlements Expire? Large, Medium and Small Hub Primary Passenger and Cargo Entitlements - 3 years (the year initially apportioned, plus 2). Non-Hub Primary Passenger and Cargo Entitlements - 4 years (the year initially apportioned, plus 3). Non-Primary Airports (General Aviation, Reliever and Non-Primary Commercial Service) Non-Primary Entitlements and Cargo Entitlements - 4 years (the year initially apportioned, plus 3).

The Transfer Agreement Just do it if you have expiring funds….. If the Transferor wants the funds to go to a specific airport, the ADO must concur with the specific request.
