Motivation for WI on "LTE-based V2X Services" 3GPP TSG RAN Meeting #72 RP-160794 Busan, South Korea, June 13 - 16, 2016 Agenda item: 10.1.1 Document for: Discussion Motivation for WI on "LTE-based V2X Services" LG Electronics, CATT

Progress in LTE-based V2X Study item on LTE-based V2X will be completed in RAN#72. TR 36.885 v2.0.0 is submitted [1]. Status report claims 100 % completion level [2]. Work item on PC5-based V2V is ongoing as a spin-off WI. 65 % completion level is reported [3]. Target completion is RAN#73 (Sept. 2016). SA WGs are making good progress on LTE-based V2X. SA1 work was completed [4]. SA2 will enter the WI phase [5]. SA3 is progressing the SI [6]. All the SA works cover both Uu-based and PC5-based solutions.

Outcome of study on LTE-based V2X From RAN#70, SI on LTE-based V2X has focused on Uu-based V2V, V2P, V2I/N Capacity aspect It is challenging to meet the capacity requirement for the cases with high vehicle density (e.g., urban cases). Insufficient DL capacity and high UL overhead Latency aspect E-UTRAN may not meet the latency requirement for Uu transport of V2V service when a long SR periods are used. For UL SPS, changes in V2X message size, periodicity, and timing may lead to high latency. For DL broadcast, control plane latency due to mobility may be a problem. Beneficial enhancement options were identified in [1] for capacity and latency performance improvement. UL enhancements to the SPS protocol DL enhancement to multicast/broadcast Conclusion is “it is feasible to support transport for V2V, V2I/N and V2P services over Uu.”

Outcome of study on LTE-based V2X PC5-based V2P, V2I/N Necessary changes to the PC5 design for V2V were studied. Beneficial changes were identified to reduce power consumption for V2P. Random resource selection for P-UEs, with additional study on sensing during limited time Conclusion is “it is feasible to support V2I and V2P services over PC5.” Inter-PLMN support was also studied. Potential solutions were identified in [1]. SA2 is working on QoS support for V2X and the corresponding RAN work is needed.

Potential leftovers from PC5-based V2V WI on PC5-based V2V needs to be completed in RAN#73 as per the current time plan. Some features may not be included in this WI, but it is important to have them in Rel-14 for the competitiveness of LTE-V2X in the market. Support of 33 dBm TX power “PC5-based V2V WI assumes 23 dBm power with 0 dBi antenna gain” (from the agreement in RAN4#78bis) Support of multi-carrier operation “The analysis and specification of transmission and reception requirements for MCC V2V operation will be completed in RAN4 as second priority as part of the V2V WI. If the MCC operation for V2V service can’t be completed within V2V WI time line, RAN4 suggests to further study in Rel-14 pending agreement in the RAN plenary.” (from LS agreed in R4-164630) Congestion control RAN1 made a working assumption on its need, but it may be challenging to complete the whole feature (e.g., RRM requirement) in time.
