Programme Composition Minimum requirements to inform national and legislative targets Updating coastal change mapping for SMPs based on 5 yearly aerial surveys Ecological mapping at an interval of not more than five years to comply with biodiversity action plan habitat monitoring requirements. Plan shape change and erosion mapping for national erosion mapping based upon 5 yearly aerial surveys

Programme Management Programme to be managed regionally, Joint management by operating authorities from the EA and LAs.

Economic Assessment Standard economic assessment procedures should be adopted for scheme assessment and prioritisation of programme composition

Specifications EA standard specification and model brief for coastal surveys to be adopted Specification to be controlled centrally, regular reviews to embrace use of developing technology. Standardised data QA procedures to be adopted for each data type

Data Management Channel Coastal Observatory data management and delivery system, to be adopted and developed as a national coastal data archive Online freely available delivery of data to be enabled for all regional programmes. Front end portals to be provided for each of the regional programmes All data sets to be quality checked prior to loading to the central archive Data analysis and reporting to be continued at a local (regional) level

Performance Measurement Programme performance review to be conducted in support of each phase of monitoring programmes. Evidence of programme delivery against original programme targets Technical review Economic review should provide evidence of achievement of the economic benefits assumed at the programme application stage. Environmental changes to be reported Subsequent phases of monitoring programmes should be modified to reflect the outcomes of the performance review
