FMC Licensing Requirements FMC Ocean Transportation Intermediary (OTI) Licensing - Ocean Freight Forwarder (OFF) - Non-Vessel Operating Common Carrier (NVOCC) Who needs one of the licenses????? ……Any Companies who offer moving services to or from the US must be licensed or registered as OTIs with the FMC. - All OTIs must be bonded - OFF - $50,000, NVOCC - $75,000 - Non-US entities must register and obtain a $150,000 USD bond to comply with FMC Regulation
