Definition of terms Food waste is not “recyclable material” by CCR Green material, food material defines as in CCR, which may prove to be a moving target Putrescible organic material As opposed to green material Solid Waste includes putrescible organics

Standards Development Diversion discussion – Numerous problems can occur with putrescible organic material when diverted “The garbage that makes garbage garbage” Hauling putrescible material requires a valid solid waste franchise Facilities need to have SWA stamp of approval

Standards Development (cont.) Standards (prerequisites) for Certified putrescible organics facilities 1 SWFP or comparable state or federal permit 2 Land use entitlement 3 Business license 4 CEQA document

Mechanism for effectiveness Generators must have organics recycling program Hauler must have franchise to collect POM. Franchisees must meet diversion requirements Diversion credits only at Certified facilities

Certified Facilities Certified: 2 anaerobic digesters in region In process: 3 compost facilities within 50 miles “On radar screen”: 2 livestock operations “The challenge is bridging the cost gap with enforcement and incentive without undermining the primary mission of responsible waste management: to protect human health and the environment.”
