USR Opportunity Index Development patterns vary widely across the state. Not all communities can be compared with one another. Urban, suburban, and small towns, villages and rural areas all possess unique characteristics and opportunities. Access and proximity mean different things in each development pattern.

Set aside. Non-urban also has 3 set-asides, makes sure there’s sufficient competition SCORING: Example, Concentrated Job Center in lieu of community investment, more focus on school quality, ensuring that local food is affordable (accepts WIC/SNAP/etc). SCORING: Preservation looks at change index, prevent gentrification
