ESF funded project „Supporting the adaptation of newly arrived foreigners“ 3 main activities to foster the adaptation of newly arrived foreigners
Gateway webpage – www.settleinestonia.ee To gather relevant, translated and coherent information on Estonia: basic information needed on societal, legal and public service related issues and services introductory materials on Estonian state, culture and society Welcoming programme materials and registration to the courses
Welcoming programme for newly arrived foreigners to support smooth adaptation and subsequent integration of newly arrived foreigners by providing them information: 1) on the functioning of the state and society; 2) daily life, working, studying and family matters, and by facilitating the acquisition of basic Estonian language skills
Developing local level support networks by 2023 and beyond to develop and sustain cooperation networks between state, regional and local level partners in order to facilitate information sharing horizontally to develop (public) services aimed at newly arrived foreigners to facilitate sustainable local-level cooperation to empower state, regional and local level partners, clarifying different roles and finding successful solutions to problems related to adaptation and integration
Developing local level support networks by 2023 and beyond some success, but overall still a long way ahead creating a „sense of ownership“ on other levels/sectors besides the state
Role of the state the state has to be a smart buyer „thick vs thin“ – the state should not be the one who does everything on their own the state must be innovative and strategic partner building strategic partnership(s) no trenches – public, private and third sectors as partners
Estonia has been and still is the IT trailblazer in the world why not make use of the momentum also in the field of integration? hackathons, various apps etc.
Be confident introductory marketing courses in schools to value Estonia and learn how to „sell it“/promote cultural, societal and business ambassadors more measures aimed at natives
More cooperation but also more involvement increased formalized involvement of local level authorities and communities in the decision-making process of integration local-level action plans and advisory boards – initiated by 2023
It´s also the economy, stupid!* * President Bill Clinton´s de facto campaign slogan in 1992 election campaign socio-economic situation – Inglehart & theory of post-materialism start allocating more financial means to local level to foster integration promoting business ownership
Learn from others experiences integration ambassadors – Austria enhancing common community feeling – community days Rotterdam give face to migrants – Netherlands training local government officials – Finland one-stop-shops and centres - Portugal
Allow yourself to fail – integration takes time integration is a marathon, not a sprint stop designing policies and services without involving the target group(s) we shouldn´t not only learn from best practices but also from failures
Set new (big) strategic goals Estonia – a state with the most integrated, inclusive and cohesive societies in Europe by 2037
MIPEX 2015
Set new (big) strategic goals Estonia – a state with the most integrated, inclusive and cohesive societies in Europe by 2037 Holistic approach has to be prevalent in policy-making and service designing
Volunteering facilitating cultural and societal immersion through voluntary work and volunteering supporting the overall development of civil society = secure society 50% of migrants have actively participated in civil society by 2027
The community initiating „on the ground“ and „bottom-up“ activities testing ground for innovative projects, services and approaches expand to national level involving migrant communities address and reach societal issues that others can´t acting as a unifier of different groups
