The Ethiopian education management system has been changed as of 1991due to the change of the government system from centralized approach to decentralized approach. The decision in

the previous government regimes was conducted centrally without consulting the other parts of the country but in the new federal government system, the decision is made by consulting the regions through the decentralized organ of the country. The new policy framework was designed to be strategically aligned to societal needs. The education sector strategy document issued in 1994 aimed to enhance the education sector through the identification of ten major constraints which include the following (MoE (2005).
