The Latham Report Overview Formed in 1994 by the Construction Industry Council, titled ‘Constructing the Team’ Industry described as ‘fragmented’, ‘ineffective’, ‘incapable of delivering for its customers’, and ‘lacking respect for its employees’ The requirement to address safety, client satisfaction, productivity and profitability established Considerate Constructors Scheme set up in 1997 by the construction industry to improve its image
What is the Scheme? Why? What? The construction industry has a huge impact on all our lives. The Scheme strives to identify and promote best practice and improve the image of the industry. What? Sites, companies and suppliers register with the Scheme and commit to adhere to a Code of Considerate Practice - Care about Appearance, Respect the Community, Protect the Environment, Secure everyone’s Safety and Value their Workforce – which is verified through site monitoring. Scheme materials are displayed to demonstrate commitment to considerate construction and to provide the public with an effective complaints/comments system
What is the Scheme? Where? Who? When? All construction sites, companies and suppliers operating within the UK and Republic of Ireland can register. Who? The Scheme is open to construction sites, companies and suppliers of all types and size and for every type of construction activity, with many companies and clients automatically registering all their work as company policy. When? Sites should be registered prior to any construction activity, including any demolition work. Companies and suppliers can register at any time.
What is the Scheme? Monitors engage in 30,000 hours of conversation a year Over 1000 site visits carried out per month More than 105,000 sites registered More than 110 Monitors across the UK Over 2000 companies & suppliers registered Over 60% of the industry is registered with the Scheme

Ultra Site An Ultra Site commits to register its site, companies and entire supply chain with the Scheme. Benefits: greater collaboration with the whole supply chain; sharing best practice; regular and consistent communication; better training, support and facilities for the workforce. Each registered company and supplier will be monitored individually so they can improve upon their own specific areas, which in turn, will collectively improve the whole site. Additional monitoring and assistance is available to Ultra Sites.

Site Monitoring The Monitors’ role Monitors are experienced industry professionals who are fully trained in the expectations of the Scheme. Check the site complies with the Code of Considerate Practice Give advice and ideas that may help the site improve its score Recognise and reward the site for good practice measures
The scoring process Scoring explained 1 Gross failure 2 Failure 3 Major non compliance 4 Minor non compliance 5 Compliance 6 Good 7 Very Good 8 Excellent 9 Exceptional 10 Innovative Compliance with the Scheme’s Code of Considerate Practice indicates that a site, company or supplier is achieving a standard beyond statutory requirements. In each of the five sections of the Code it is possible to score 1-10, 5 indicates compliance. Sites, companies and suppliers are not only assessed for compliance, but also any measures being taken which are above and beyond these requirements. Non compliance Compliance and beyond
Site Certification Sites receive a Certificate of Compliance if they score 5 or above in each of the five sections of the Checklist. Sites which score 7 or above in each of the five sections of the Checklist will receive a Certificate of Performance Beyond Compliance, which is intended to provide an additional level of reward to sites whose performance is in excess of compliance.
National Awards Held annually at various locations across the UK Given only to the highest performers Recognise those who have demonstrated exceptional levels of consideration Split into three categories; Gold, Silver and Bronze - with one Gold Award winner in each fee band also being named as the UK’s Most Considerate Site, Company or Supplier
