Narrowband LTE for CIoT Studied in the GERAN SI and included in TR 45.820 Further details and evaluation provided in RP-15xxxx and RP-151387 Exploits maximal re-use of LTE technology, including Rel-13 eMTC Has some major advantages, including: Faster development of specifications Greater implementation re-use Reduced technology fragmentation Greater deployment flexibility for spectrum refarming and coexistence Scalability with increasing MTC traffic Further improvement of Rel-13 eMTC by common enhancement of network interface

Operation Modes NB-LTE can support 3 different modes of operation: ‘Stand-alone operation’ utilizing for example the bands currently being used by GERAN systems ‘Guard band operation’ utilizing the unused resource blocks at the edge of an LTE channel ‘In-carrier operation’ utilizing resource blocks within a normal LTE carrier In order to avoid unnecessary design variations, the specification work should provide a common design for all the above modes of operation. Only NB-LTE can achieve this common design.

Design principles 200 kHz UE RF bandwidth for both downlink and uplink OFDMA DL with 15 kHz sub-carrier spacing, using at least BPSK/QPSK modulation SC-FDMA UL, including single-tone transmission as a special case of SC-FDMA, assuming 2.5 kHz sub-carrier spacing, PAPR reduction techniques and (phase rotated) BPSK/QPSK modulation Signal design and physical layer processing re-using those defined in E-UTRA to the greatest extent possible commonality to the greatest extent possible for ‘stand-alone’, ‘guard band’ and ‘in-carrier’ operation MAC, RLC, PDCP and RRC procedures comprising a subset of existing LTE RRC and a reuse with minimal changes of existing LTE MAC, RLC and PDCP procedures, maximising reuse of E-UTRA protocols Enhancements to S1 interface to CN to support the work SA2 is conducting on the systems aspects such as signalling reduction for small data transmissions.

Timeframe Due to the maximal reuse of existing LTE and eMTC technology, the core specification work can be completed within Rel-13 No impact to existing LTE Rel-13 work items due to use of parallel session as recommended by PCG
