Skills with regards to internet usage While there might be an attempt to ensure the same opportunities with internet access there still lies an issue of utilizing the given resources and the result was inconsistent with regards to skill as some users are proficient while others are more on the average side.

Can skill and access be linked Access is a result of economic freedom or given opportunity, but skill is more on the side of education and understanding as such they cannot be linked. Everybody has access to a classroom but not everybody will pass, especially if they don’t believe that its important
