EΦA ROUNDTABLE - January 31st 2008 FEEDS. Why FEEDS?  Electrical safety contributes significantly to domestic accidents, especially fires.  Periodic inspection & regular installation maintenance contribute to domestic electrical safety  ECI’s electrical safety programme recognised this and built a statistical case/model to demonstrate this: – 1 st at various national levels – 2 nd at an EU level  National and international initiatives stimulated pursuing the same aim of: – influencing change to regulations concerning regular PI – ensuring home users take responsibility for their premises’ electrical installation safety.

EΦA ROUNDTABLE - January 31st 2008 FEEDS FEEDS background  National electrical safety programmes  8 EU state pilot review of domestic electrical safety  1 st Pan-European FEEDS conference – recognition of: – The extent of the problem – The need to address regulatory / statutory change  2 nd Pan European FEEDS conference – Presentation of the “ Addressing dangerous electrical installations throughout Europe” report.

EΦA ROUNDTABLE - January 31st 2008 FEEDS What do we know? Housing profiles:  Numbers of homes and their age profiles – EU- 25 +/- 180 million.  +/- 70% built pre 1980  Effective renovation rates [ie contributing to improving electrical safety] – % pa  Certainly safe EU homes – those built after 1997 = 14%  Plus further effectively renovated homes over the past 10 years = + 3.5%

EΦA ROUNDTABLE - January 31st 2008 FEEDS  In Europe 126 millions dwellings are over 30 years old > <1919 Built before 1970 Built after 1970

EΦA ROUNDTABLE - January 31st 2008 FEEDS 70 million dwellings do not comply with safety standards dangerous risky safe

EΦA ROUNDTABLE - January 31st 2008 FEEDS What do we know? Old and ageing domestic installations service more intense demand for longer. Housing electrical safety trends:  Home appliances penetration x2 over the past 20 years.  Domestic energy consumption increased by 11% in 1 st half of this decade – since 1980…? Risk modelling eg:  1980 – system use 30% for 60% of the day = 18%  2007 – system use 40% for 100% of the day = 40%

EΦA ROUNDTABLE - January 31st 2008 FEEDS What do we know? Increasing demand on unsafe installations results in increasing electrical system sourced fires. Domestic electrical sourced fires:  Decade  2000 electrical system sourced fires +23%; non-electrical +5.3%

EΦA ROUNDTABLE - January 31st 2008 FEEDS Content  Why FEEDS?  Activity and results over the past 5 years  What do we know?  What do we need to know?  The next 5 years - Discussion

EΦA ROUNDTABLE - January 31st 2008 FEEDS What do we need to know?  Housing profiles -  - sourced from national & Euro stats  Housing electrical safety benchmarks -  - sourced from national & Euro surveys  Effective renovation rates - - to date modelled from ad hoc market intelligence – need for independent confirmation –Modelling? –Small scale surveys? –EU support?  Appliance & energy consumption demand -  - sourced from national & Euro stats.  Stats for electrical system sourced domestic fires- - to date modelled from ad hoc market intelligence: –issue of Brigades’ reporting forms – independent corroboration needed –need for independent confirmation.

EΦA ROUNDTABLE - January 31st 2008 FEEDS Future plans  The next 5 years – Discussion –Acceptance of the FEEDS conclusions –Use of combined data to convince EC Regulators to support Market Intelligence initiative –Interim small scale surveys to Pilot these studies pulling together available information National Brigade intelligence [corroborating anecdotal / modelling] EU/ national electrical contractor input Web use [eg DIIGO / Leonardo ENERGY] for Market Intelligence –Development of a joint Fire Brigade/ Electrical Contractor programme to communicate the message: “ Periodic Inspection undertaken every 10 years will reduce Domestic fires of electrical origin.” Support regulatory development in progress Address home owners/ users/ proprietors to carry out PI and any subsequent renovation work necessary.
