Introduction Water Services is not only about addressing the basic services backlog Also about ensuring effective, sustainable & quality service ASGISA is dependant on quality service as reflected in: Drinking water quality Effluent management & impact Water losses (Inefficient use) Service interruptions & sustainable service delivery Financial losses due to poor asset management & associated refurbishment requirements Department of Water Affairs and Forestry

Introduction - continued DWAF addressing these challenges through: Policy making Improved planning Becoming the Regulator for the sector Capacity building Technical advisory service & guidelines Supported by information system & appropriate intervention. Department of Water Affairs and Forestry

Priorities of the Minister After a DWAF management strategic session attended by the Minister of Water Affairs and Forestry she identified a number of priority areas: These include of course the targets of access to basic services and others including: Water quality and Monitoring and information. Water Quality Cycle Water quality in rivers, dams and underground (WQ of WR) Abstraction from source (DWQ) Treatment (DWQ) Bulk supply (DWQ) Reticulation (distribution) (DWQ) Sewage collection (DWQ and WQ) Sewage treatment (WQ of WR) Effluent back into the source (WQ of WR) Department of Water Affairs and Forestry

Summary of DWQ successes DWQ is now part of the DWAF annual report In 2005 only 58% of municipalities reported monitoring and in 2006 it has increased to 85% Monthly reporting by municipalities to DWAF started and in two provinces already fully operational. Plan is to have all municipalities in all provinces fully reporting by second half of 2007. Department of Water Affairs and Forestry

Summary of DWQ successes (2) DWAF plan to publish available DWQ results, after verification, on the DWAF website. (within the next month) DWAF to publish DWQ as part of the annual report on Water Service Authority performance. Intervention in at least 25 municipalities during the last year. Summary of DWQ successes (3) Water Institute of SA (WISA) has undertaken to provide technical help. Project Consolidate- placement of skilled staff Institutional reform process to start soon. Regulation of operators Department of Water Affairs and Forestry
