NFJP Grantees Eligibility “Dislocated Worker” defined as (a) an individual who has been terminated or laid off or has received a notice of termination or layoff; (b) the preceding + as a result of plant closure or substantial layoff; (c) was self employed but is now unemployed as a result of general economic conditions or natural disaster; OR (d) is a displaced homemaker.

NFJP Grantees Eligibility General Clause (a): Eligible for or exhausted entitlement to UC; OR Not eligible for UC due to insufficient earnings or performed services for employer not covered under state UC law; AND Unlikely to return to a previous industry or occupation. Further defined at WIA Title 1 Section 101(9)
