CENTRAL CRIMINAL POLICE DIRECTORATE INTERNATIONAL POLICE COOPERATION SERVICE

ACTIVITIES AND EXPECTED RESULTS   A full set of activities has been developed and listed in the application under each component and fully broken down in the Action Plan handed-over today;   Activities foreseen and listed in the log-frame will be developed according to the cyclic methodology proposed and within the 40- month timeframe;   Activities will be developed in a way as to ensure the incorporation of EU legal and operational standards for central, regional and local authorities thus also assuring sustainability of the results and taking into consideration all projects and programmes already in place; 2

  The consortium will make available all legal standards of the EU Acquis in the relevant chapters (23 and 24) and also the operational ones deriving from the EU Agencies, the General Secretariat of the Council, different Working Parties and informal networks;

  Component 1: 18 activities, horizontally impacting on the others;   Component 2: 22 activities.   Component 3; 7 activities, impact on other components;   Component 4: 8 activities;   Component 5: 6 activities; 4

METHODOLOGY   Horizontally applicable to all five components;   Specific issues are addressed during the drafting of the work plan;   The chosen approach is expected to ensure consistency in the overal implementation monitoring system;   The cyclic approach mirrors similar tools practiced by the EU and assures strict monitoring of the achieved progress in order to assure fulfillment of the activities listed in the workplan and compliance with the expected results   Through the chosen methodology also the ability of the Albanian partners for self-evaluation will be strengthened 5

EXPERTISE AVAILABLE   Italian Criminal Police Central Directorate: is an organization made up of State Police, Arma dei Carabinieri and Guardia di Finanza; Interpol, Europol, Sirene, National Anti-Mafia Division and Witness Protection Service are under the overall authority of the Director; Management positions are from the three police services, likewise for the staff; Holds the overal responsibility for International Operational Police Cooperation. 7

  Ministry of the Interior of the Republic of Austria: is the central authority in Austria responsible for maintaining public order. The Ministry has, due to the geographical position of Austria, a long-lasting record in assisting countries in the approximation to EU- and Schengen standards Expertise can be offered inter alia from the CID (International Police Cooperation, Interpol, Europol, Sirene and Witness Protection Service), the Dept. for International cooperation (long-lasting cooperation with Albania) and the General Directorate for Public Security (border management and IBM – legal and operational aspects, human resource management). 8

  Ministry of the Interior of the Republic of France: is the central authority in France responsible for public order, public freedoms and administration of the territory. The Directorate of International Cooperation (D.I.C), founded in 1961, now became established in more than 90 countries, and covering 156. It is the world’s leading network of international police cooperation. To fulfil missions of abroad appointed officers, or seconded to European or International organizations D.I.C can provide expertise from all Directorates or Agencies involved in Security issues, inter alia:   Within the Criminal Investigation Directorate, Anti Narcotics Dept, Counter Organized Crime Dept, Technical Police and Forensic Dept, Financial Crime Dept, Financial and Tax investigations Dpt.   Within the International Relations Directorate, Information-Intelligence-Analysis-Strategies System on Organized Crime,   Within the General Inspectorate, Professional ethics Dept. 9

Experts belonging to the IT, FR and AT police services and their specialties in all the five components, including national databases, operational rooms, IBM, law approximation, human resource management and procurement; Experts will not only be linked to international police cooperation but also contribute through their strong involvement in the national police services; Expertise will be provided from Interpol, Europol, SIRENE, Border Management, the General Secretariat of the Council, the Council Working Parties (e.g. LEWP, GenVal, FRONTIERS, Schengen Matters etc), EU-agencies (e.g. FRONTEX), informal networks (e.g. Tispol) and other platforms (e.g. EPE) to which they participate; Specific Training and Institutes like the High level International Institute for Prevention and Fight Organized Crime (Caserta), the Traffic Police Institute (Cesena) and Police Academies in IT, FR and AT(covering all types - policemen, officials, senior management; curricula in border matters in compliance with the EU-Common core Curriculum for border guards); 10 TYPES OF EXPERTS AVAILABLE

11 MANAGEMENT CAPACITY The italian Criminal Police Central Directorate has demonstrated capacity in designing, planning and executing actions similar to PAMECA IV, e.g. Italian Child Abduction Alert System (DG-JLS/2008/RAMC/AG/1553), Good F.A.I.T.H. (DG-Justice Security and Freedom-ISEC), BACCUS ( DG Justice Security and Freedom/ISEC 2010), CAPACI-Creation of Automated Procedures Against Criminal Infiltration in Public Contracts (DG-Justice Security and Freedom-ISEC 2010), European Union Police Services Training (EUPST)
