Update on the South Dakota Digital Cadastral Initiative South Dakota Association of Assessing Officers Annual Conference May 21, 2008 Jenifer Sorensen, FourFront Design, Inc. Representing the Black Hills Digital Mapping Association

Parcel boundaries are tied to the Public Land Survey System (PLSS) PLSS itself can be used to create parcels Section, ¼ section, ¼ ¼ section used as legal description Lease blocks on public lands

2005 report assesses parcel data in U.S. About 80% of the people live on 20% of the land Total number of parcels converted to digital about 70% with most in urban areas 30% not done are in roughly 2,000 rural counties 76% of counties don’t have expertise or resources to digitize cadastral data An Assessment of Parcel Data in the United States 2005 Survey Results, May 2006, FGDC Subcommittee on Cadastral Data http://www.nationalcad.org/data/documents/Cadastral_Inv_2005_v2.pdf

Parcel data supports many areas of local government Cadastral (Land Ownership) Information Engineering Police Fire/EMS Code Enforcement Transportation Public Works Facilities Planning Health Emergency Management Public Land Safety

Why it’s important to put parcel data in a GIS More informed and quicker decision making Improved productivity/efficiency Improved data management Improved information access Return-on-investment

Data is produced; data is distributed Production environment – where databases are maintained and where maps and information are produced Publication environment – where GIS data is distributed and published for users outside of the data production community Publication Environment Production Environment

Reasons to create a digital statewide cadastre: Provides: Location information of structures (and people) for emergency purposes Accurate inventories of natural assets – federal, state Locational reference for administrative purposes (rules and regulations enforcement) Standardized database for management of public lands Base maps for planning and preliminary engineering studies Base maps for statewide studies Simplifies: Coordination among state and local government National Land Parcel Data: A Vision for the Future, 2007 Prepublication Version http://books.nap.edu/openbook.php?isbn=0309110300

What are the Roles of Participating Agencies in a Statewide Cadastre? Federal FGDC BLM USGS State Statewide coordination Funding Publication coordination and integration Regional Local Primary data producers and providers Data maintenance Private
