Budget 2018-19 Highlights Budget Allocation, as per Union Budget, 2018-19 for North Eastern Region by 54 Non Exempt Ministries amounts to Rs.47,994.88 crore. This is 17.14% higher than the Revised Estimates(RE) of Rs.40,971.69 crore in 2017-18. (nearly 10% over BE of Rs.43244.64 crore in 2017-18) Thirteen (13) Ministries including DoNER have a budgetary allocation of more than Rs. 1000 crore for NER. Nine (9) Ministries have a Budget enhancement of more than 50% over previous year.

Sharp rise in expenditure by Central Ministries in NER From Rs. 24483.92 crore in 2014-15 to Rs. 29634.42 crore (provisional) in 2016-17. During 2017-18, Rs. 35,370.36 crore has already been released to NER by Central Ministries / Departments till 15.02.2018.

10% GBS A mechanism in place to re-appropriate from those Ministries who are not able to spend the mandatory 10% of their GBS to those Ministries who have spent more than 10% and are in a position to spend more. DoNER now sends its recommendations to Ministry of Finance for re-appropriation at the RE stage. Against our recommendation for enhancement, DIPP Budget has been enhanced by Rs.633 crore at RE stage to meet their committed liability. Ministry of DoNER has developed a digital monitoring framework called “Track 10” (URL: http://track10.mdoner.gov.in) to monitor the annual allocation and expenditure of non-exempted Ministries/ Departments under mandatory 10% GBS in NER from FY 2017-18 onwards.

Ministry of DoNER’s Budget Budget Allocation (BE 2018-19) for the Ministry of DONER has increased by 11.84% at Rs.3000.00 crore as against RE of Rs 2682.45 crore in 2017-18. A provision of Rs. 1182 crore has been made under NLCPR Scheme against Rs.876.00 crore (RE) in 2017-18. Rs.180 crore has been allocated to the newly introduced Central Sector Scheme North East Special Infrastructure Development Scheme (NESIDS) in 2018-19. In-principal approval has been obtained to implement Hill Area Development Programme(HADP) on pilot basis in Tamenglong District, Manipur at a total expenditure of Rs.90.00crore for two years. Rs.30 crore has been allocated for HADP Scheme for development of backward district of Tamenglong in 2018-19.

Ministry of DoNER’s Budget (Contd...) The outlay for NEC Schemes has been fixed at Rs. 885.00 crore in 2018-19, against Rs.1035.70 crore (RE) in 2017-18. A provision of Rs. 250 crore has been made under North East Road Sector Development Scheme (NERSDS) in BE 2018-19, against Rs.150 crore (RE) in 2017-18. This Scheme for Inter-State neglected roads is now being operated by NEC. A provision of Rs. 334.27 crore has been made in 2018-19, against Rs.180.66 crore (RE) in 2017-18, under ADB assisted North Eastern State Roads Investment Program (NESRIP) - now called NERSDS EAP. A provision of Rs. 60.00 crore has been made under Social and Infrastructure Development Fund (SIDF) in 2018-19 against Rs.55.00 crore (RE) in 2017-18.

Major Initiatives in NER Roads: Under Bharatmala Pariyojana, 5301 km in NER have been approved for improvement. Out of this, 3246 km road for development of Economic Corridor in North East. 9.15-kms. Dhola-Sadiya Bridge, India’s longest river bridge connecting Assam and Arunachal Pradesh, inaugurated. Work for India-Myanmar-Thailand Trilateral Highway awarded in December, 2017. Expenditure increased substantially during last four years (2013-14-Rs.2966.10 Cr.;2014-15-Rs.2834.73 Cr.; 2015-16-Rs.4845.88 Cr.; 2016-17-Rs.5185.12 Cr.) Railways: 970 kms. Gauge Conversion completed in NE region in last 3 years. Thus, all operational MG sections have been converted to BG and there is no MG operation in entire North East Region. Agartala-Akhaura (Bangladesh) rail link supported by MDoNER is at tendering stage.

Major Initiatives in NER (Contd...) Civil Aviation: Foundation stone for the new Integrated Terminal Building at Guwahati was laid recently. Construction work of the New Greenfield Airport at Pakyong (Gangtok) is complete and the process of Airport Licensing from DGCA is initiated. 92 new routes will be opened in the region in the second round of ‘Udan’ scheme. Power: 913.63 crore Tuirial Hydro Electric Power (60MW) in Mizoram, by NEEPCO and supported by MDoNER, has been completed and dedicated to the nation.

Major Initiatives in NER (Contd...) Shipping/Inland Waterways: Development of Barak river is taken up in two phases for shipping and navigation purposes.   In Phase-I , development of Bhanga–Silchar (71 km) stretch with up gradation of existing terminals at Karimganj & Badarpur to be taken up . Dredging of river Barak in 1st Phase has commenced in November, 2017 . In Phase-II, development of Silchar – Lakhipur (50 km) stretch with setting up of new terminals at Silchar & Lakhipur is proposed

Major Initiatives in NER (Contd...) Government has amended the Indian Forest Act, 1927 and excluded bamboo from the category of tree. This has now provided freedom to cut, transport and use bamboo. Bangladesh has recently opened a consulate in Guwahati, becoming the first country to do so. A High Level Committee has been constituted under the Chairmanship of Vice-Chairman, NITI Aayog for optimally harnessing the water resources for accelerating development in the North Eastern Region. To review the development status, to identify various constraints and to recommend suitable interventions for accelerated, inclusive but sustainable economic growth in NER, a “NITI Forum for North East” is being set up with Hon’ble Vice-Chairman, NITI Aayog as Chairman and Hon’ble Minister of State (I/C), DoNER as Co- Chairman.

Major Achievements: MDoNER North East Special Infrastructure Development Scheme has been sanctioned recently, with 100 percent central assistance. Mostly for projects relating to roads, drinking water supply, energy, for areas that have tourism potential. Would also take up projects relating to health and education particularly in remote districts. During the FY 2017-18 (upto 18.1.18), an amount of Rs.644.42 crore was released under NLCPR scheme which is 92% of the available budget. ‘My DoNER’ App has been developed to increase transparency and effective surveillance of ongoing projects. The NLCPR project portal has recently been revamped with various features and further integrated with MyDoNER Mobile app. Under NERLP Scheme, formation of SHGs has been completed in all 11 project districts across 1645 villages. NEHHDC, during the period of 1st April, 2017 to 31st December, 2017, achieved a gross turnover of Rs.1,193.00 lakh (approx.), which is higher than the previous year’s gross turnover for the same period by 24 percent

NEC – Infrastructure A total of 10,500 kms of roads have been constructed. Supported the installation of 694.5 MW of power plants and construction of 2540.41 Km of transmission & distribution lines. Nine of the eleven Inter-State Bus terminus (ISBT) have been completed and two are under construction in Meghalaya and Manipur. Three Inter State Truck Terminus (2 in Assam and 1 in Nagaland) have been completed and one in Tripura (Jirania) is under construction. Work for construction of 3 number of Hangers and Apron at LGBI Airport, Guwahati and Extension of Apron at Jorhat Airport have been completed, while the works at other three airports is at advanced stage of implementation. Besides this, 60% of the work for construction of a new Airport in Tezu in Arunachal Pradesh have been completed under NEC funding. The 66th Plenary meeting of the North Eastern Council was held in Delhi 29th May, 2017.

NEC - Livelihood North Eastern Region Community Resource Management Project (NERCORMP) a sustainable Livelihood Project is the Flagship Programme of NEC, with support from International Fund for Agricultural Development (IFAD). NERCORMP - I & II, covered 6 most inaccessible remote hill districts in Assam, Meghalaya and Manipur covering 1326 villages. NERCORMP-III was launched entirely out of NEC funding in January 2014 covering five backward districts (Tirap, Changlang and Longding in Arunachal Pradesh and Chandel and Churachandpur in Manipur) to cover 1177 villages. Since 1999 NERCORMP has transformed the life of over 1,19,000 rural women.

NESIDS – A new scheme The Cabinet approved the new scheme North East Special Infrastructure Development Scheme (NESIDS) restructuring existing NLCPR scheme. The scheme aims at filling up gaps in following two sectors:- Physical infrastructure relating to water supply, power, connectivity promoting tourism. Social infrastructure relating to education and health.

NESIDS – Features NESIDS- a Central Sector Scheme. 100% Central funding. Envelop size of projects – Rs. 20 cr. and above. Committee headed by Secretary, DoNER and co-chaired by Chief Secretary to prioritize projects. Financial Outlay – Rs.1600.00 crore.
