OTA (2) Eligibility: Non-traditional Defense Contractor Not currently or has performed for at least 1 year a contract/subcontract for DoD Small business Traditional Defense Contractor, but at least one applies: At least one non-traditional contractor is participating at a “significant” extent Supplying new key tech; significant effort, causing material reduction or increase in performance Provides a financial or in-kind cost share (1/3 cost share) Written determination that exceptional business circumstances justify use of OTA
