Bureau of Indian Education TIBC Update Briefing for TIBC Attendees Wednesday November 8, 2017

Strategic Planning Draft Strategic Plan Proposal BIE engaged in face-to-face internal strategic planning exercises with Central Office and Field Level leaders totaling eight days with 31 managers BIE solicited input and feedback from the FISE Union, BIE employees, school boards, school level leaders and staff, as well as NIEA and NCAI in completing the Draft Strategic Plan proposal BIE concluded its Draft Strategic Plan Proposal efforts in September 2017 BIE held three listening sessions at NIEA, NCAI, and TIBC The Draft Plan, PowerPoint, Dear Tribal Leader Letter is posted on the BIE website under “Tribal Consultations”

Negotiated Rule Making and State Plan NRM Committee BIE received 21 complete nomination packages BIE submitted nominations to the White House in October White House approval likely to occur in mid-December In conjunction with its NRM efforts, BIE is working on a Draft State Plan proposal. BIE will solicit stakeholder input once the proposal is complete.

BIE Hiring and Vacancies BIE Staffing: 45% staffed, as compared to 42% this summer BIE Central Office: 65% staffed School Operations: 28% staffed Performance and Accountability : 61% staffed Bureau Operated ADD: 72% staffed Tribally Controlled ADD: 48% staffed Navajo ADD: 79% staffed School Level Staffing: Reformed requirements to make BIE competitive with public schools in the states BIE schools are located by changing policy to recognize and match BIE with state certifications Visit usajobs.gov to apply with the Bureau!

Supporting our Schools Conducted regional listening sessions with BIE employees for feedback regarding improvements to the BIE as well as sharing and expanding best practices across the country. Implemented regional principal trainings throughout the summer with 94 BIE principals attending the first training sessions. Represented more than 50% of all BIE principals More school-focused trainings to follow in 2018

Data and Fiscal Management Oversight and Technical Assistance BIE School Operations Division is improving the effectiveness of A-133 audit monitoring to increase fiscal assistance with regard to allowable expenditures Chief Academic Office is reforming the BIE’s data collection and management systems as well as providing additional support to schools regarding the Native American Student Information System (NASIS) Secured a key Department of Education partnership for improving our data capabilities in FY 2018
