Overview REGISTRATION VITAL EVENTS Birth Registration is estimated to be: 65% complete – within 1 year of birth 75% complete within 5 years 85% of the total population is estimated to have had their birth registered Birth certificates are provided for all births Death Registration is estimated to be: 88% complete – within 1 year of death Cause of death (from a medical certificate) is provided for 70% of all deaths
Overview CRVS COORDINATION CRVS Steering Committee established 2013; Membership (key stakeholders; Ministry of Health, National Health Services, Ministry of Women Community Social Development, Ministry of Justice and Courts Administration, Ministry of Police, Ministry of Education Sports and Culture, Samoa Bureau of Statistics) Monitor the implementation of “Civil Registration and Vital Statistics Action Plan” Country target are identified in the Action Plan
DATA storage and Protection CR data is centralised stored electronically within main office but paper records are stored separately in respective offices (Upolu and Savaii) Daily back up administer by Births, Deaths and Marriage Division and technical support by IT Division Use both electronic and paper records
Major challenges FOR CRVS (pre and post Disaster) Institutional Arrangement Ministry of Education allowed students to enter school without Birth Certificate Advocating and awareness of uses of CR for all phases of disaster management Government has reiterated the importance of having a BC as key requirement for school enrolment Health recording of births/deaths are not routinely shared with the registry office Registration is dependent on the family providing health information to the registry office, resulting in low completeness and poor accessibility Tracking deaths in a disaster is even more critical & access to registry services may be harder than normal – so linking with health system is essential.
