Short overview 2012 ...Green paper consultation on the cross border parcel delivery (cross border issues and e - commerce needs) 2013...EC - Roadmap for completing the single market for parcel delivery 2016 EC adopted a proposal for regulation on cross border parcel delivery services

Basic elements For business costs of delivery are the greatest barriere (initiative) for growth of activities High delivery and return costs are consumers greatest concern when shopping online cross border The new and specific role of postal regulators in liberalized market (regulation as a support for growth of postal industry) Tool for achieving one of EC priorities – Digital single market

Ms Sarah Barraclough – European Commision Educational backgroung- degree in Philosophy, Politics and Economics as well as master degree in Politics – Oxford University Government of UK – held a range of position uncluding Private Secretary to the Minister of Employment Relations, Consumer and Postal Affairs. Current responsibilities - Legal Officer in the European Commission, DG for the Internal Market, Industry, Entrepreneurship and SMEs Current focus - managing a comprehensive study on parcel markets in Europe as well as the Commission's proposal for a regulation on cross-border parcel delivery.

Mr Cord Luederman - ERGP Lawyer : full German degrees + Master Stellenbosch University, South Africa 12 years of experiance in regulatin of network industries (BNetzA ) : legal advisor in the energy department, spokesperson and communications officer for telecommunications regulation legal advisor and deputy head of section "International Postal Issues" with ERGP for last three years, including Co-chair of Working Group ‘’End to end competition Access regulation ‘’ Co-chair of Working Group ‘’ European cross-border e-commerce parcels delivery ‘’  

Mr Mark van der Horst Director of EU affairs UPS – Europa Mark holds a Masters Degree in Political Science and International Relations from the Vrije Universiteit Brussel - VUB (Belgium). Between September 2006 and January 2008, Mark worked at the UPS Public Affairs office in Washington DC EEA – Board member

Forum Conclusions I (proposal) Growht of postal industry in the future is going to be a result of growth of commercial activities The EU digital single market is one of the priorities of EC and good starting point for growth of postal industry. The proposal for new regulation on cross border parcel delivery is very important step in this process The role of NRA in liberalized markets is to create and control the implementation of regulation as a support for growht of postal industry

Forum Conclusions II (proposal) Postal operators need to improve the operational efficency and integrate their networks for the purpose of growht of postal industry (affordable prices of cross border parcel delivery as much as it is possible) The convergention process between the Electronic Communication and Postal markets is in progress. The results are new services in line with customer needs and for sure the good basis for growht of postal industry
