What is CDX?
Why create an account in CDX? Central Data Exchange (CDX) Network Discharge Monitoring Report (NetDMR) Agency User account creation and management tool used for access several different EPA systems with a single login Uses “Electronic Signature Agreement" to authenticate and authorize users who 'certify' data Signature Agreement need only be submitted/approved once per CDX account Agency's system for the electronic reporting and management of DMR data Uses a "Subscriber Agreement" to authenticate and authorize users who Sign and Submit DMRs at a permit level User must sign a Subscriber Agreement for each NPDES ID they are requesting Signatory Role for
TCEQ Migration Schedule On Friday, March 16, 2018 at 9:00am CST, users will not be able to make edits to their TCEQ NetDMR accounts. On March 23, 2018 at 5:00pm CST, TCEQ NetDMR will no longer be available to submit DMRs. Starting on March 26, 2018 at 1:00pm CST, users must complete their TCEQ account migration to EPA’s National NetDMR. Double check with Tracie on 2nd bullet
Migration process
Log in Log in to your TCEQ NetDMR account at: www.texasnetdmr.org
Click on Crk link As soon as you log in to your account, you will receive an message confirming your migration to EPA’s National NetDMR and a Customer Retrieval Key (CRK) link. Click on the CRK link to continue with migration.
Confirmation Account After clicking on the CRK link, you will see your Program Services information and Role You will not be able to select your Role as it will be automatically preselected and locked Click Request Role Access to continue
User Information Fill out required information All boxes with asterisks * Create new Password Choose 3 Security questions, and enter an answer.
Note: These questions will be used in case you forget your password or User ID. The answers are case sensitive.
Organization information On the same page, complete Part 2 by adding your organization. Type in organization Click Search to continue
organization A list of similar named organizations may appear, select your correct organization by looking at the address and city. Click the correct Organization ID hyperlink on the left hand side to add your organization to continue This organization name /ID has nothing to do with DMR submission. This is just CDX keeping a organization ID for their record

SUCCESS! At this stage, all Permittees (no signature), Data Providers, and Internal Users have successfully moved their user account into CDX. You may now successfully login to CDX Permittees (no signature), Data Providers, and Internal Users do not require the submission/approval of a Signature Agreement Permittees (signature) still need to go through the permit authorization process and must complete additional steps which will be discussed further down
What will TCEQ Regulatory Authorities have to do on migration day? As an internal user, you have a few hours allocated on March 26 to do the following before TCEQ users can start migrating: TCEQ staff complete migration as internal user via CRK link Enter EPA’s NetDMR application- make sure TCEQ internal user have system admin role TCEQ internal user will contact Region 6 for access to limited RMAM role Region 6 will grant one TCEQ staff limited RMAM role by selecting reviewer and user admin role R6-steps

Limited RMAM Step 3: TCEQ users will now see 2 additional roles on their MyCDX The CDX Limited Reviewer tool consists of a Reviewer Role and a User Admin Role

Signature Question Verification Select five security questions from the drop-down menus and provide answers for them. Answers are case sensitive, so make sure that you will remember them. These questions will appear when digitally signing the electronic DMRs. Click Save Answers
Electronic Signature Agreement Read and review the Electronic Signature Agreement (ESA). Click Sign Electronically Accept the Terms and Conditions that pop up in order to proceed. Whether you are migrating or creating a new account, all permittee (signature) user need to accept this electronic signature agreement (ESA). If you are migrating, you still have to sign this button BUT you don’t have to go through identify proofing . If you are creating a brand new account, then you have to go through identity proofing AND sign this ESA.

Paper ESA If you choose to sign via paper, fill out the paper Signature Agreement.
