WHAT is a Designated Subjects Career Technical Education (CTE) Credential?

CAREER TECHNICAL EDUCATION IN CALIFORNIA Career Technical Education (CTE) A program of study that involves a multiyear sequence of courses that integrates core academic knowledge with technical and occupational knowledge to provide students with a pathway to postsecondary education and careers. WHY do I need a special credential to teach a CTE class?

CTE Courses – Appropriate Credential Courses designated as career, technical, trade or vocational by the local level should be taught by an individual holding: Designated Subjects (DS) Vocational or Career Technical Education (CTE) Credential in the appropriate occupation (subject) or industry sector RLP The Preliminary CTE Teaching Credential authorizes the holder to teach In grades twelve and below In classes organized primarily for adults, In career technical, trade or vocational courses The Clear Designated Subjects CTE Teaching Credential authorizes the holder to teach all of the above, and Services to English learners in Specially Designed Academic Instruction Delivered in English (SDAIE)

Course Defined A course in career technical education means a course in a district-operated CTE program that is aligned to the CTE model curriculum standards and framework adopted by the state board  Education Code (EC) §51225.3 (E)(ii) Carolyn 51225.3. (a) A pupil shall complete all of the following while in grades 9 to 12, inclusive, in order to receive a diploma of graduation from high school: (ii) For purposes of this subparagraph, "a course in career technical education" means a course in a district-operated career technical education program that is aligned to the career technical model curriculum standards and framework adopted by the state board, including courses through a regional occupational center or program operated by a county superintendent of schools or pursuant to a joint powers agreement. (iii) This subparagraph does not require a school or school district that currently does not offer career technical education courses to start new career technical education programs for purposes of this section.

CTE Program Funding Requirements Be staffed by qualified CTE teachers who: Possess a standard secondary, single-subject or designated-subject credential which authorizes the teaching of the CTE course(s) to which assigned, and Can document employment experience, outside of education, in the career pathway addressed by the program or other evidence of equivalent proficiency

Alternative method for meeting high school graduation requirements Education Code 51225.3(b) “The governing board, with the active involvement of parents, administrators, teachers, and pupils, shall adopt alternative means for students to complete the prescribed course of study which may include practical demonstration of skills and competencies, supervised work experience or other outside work experience, career technical education courses in high schools, courses offered by regional occupational centers or programs, interdisciplinary study…”

Alternative method for meeting high school graduation requirements Appropriate credential and authorization If a class is a CTE based class and the school district has a policy that allows granting graduation credits to the class per EC Section 51225.3(b), then it may be taught by the holder of a credential authorizing the teaching of CTE in the specified industry sector.

HOW do I qualify for a CTE Credential?

Requirements for Three-year Preliminary Complete an application Three years full-time work experience (1,000 hours = one year) High School Diploma (or equivalent) LiveScan required Recommendation by program approved under August 2008 standards

Work Experience 3 years working in the Industry Sector 1 year = 1000 hours May be paid or non-paid, volunteer May be part-time or full time May be an internship or externship May be self-employed or avocational Recency of work experience 1 year within the last 5 years Or 2 years within the last 10 years

Work Experience Alternatives Recency Requirement Alternatives for up to 1,000 hours Work experience College-level related course work Occupational Internship Career-technical teaching experience May substitute up to 48 semester units of postsecondary career-technical training related to the Industry Sector for a maximum of 2 of the 3 years of work experience

Work Experience Alternatives May substitute an advanced industry certificate related to the Industry Sector for 1 year of work experience; OR May substitute one year of full-time general education K- 12 teaching experience in a public or private school for 1 year of work experience.

Work experience alternatives Substitutions/alternatives may be used for up to 2 years of work experience, but at least 1 year (1,000 hours) must be actual work experience in the industry sector.

Clearing the Credential You have three years to clear a Designated Subjects Credential. Candidates must complete: Early Orientation Course (must be done within the first 30 days) Candidates must demonstrate competency in all Category II Program Standards Coursework Portfolios Complete the Health Education for Educators U.S. Constitution Requirement CPR (Infant, Child and Adult) Verify four terms/two years of successful teaching

Specially Designed Academic Instruction in English (SDAIE) Authorization Authorization now added to Clear DS CTE issued under current standards Equivalent to Certificate of Completion of Staff Development (CCSD) authorization for Designated Subject Credentials CCSD Variable-Term Waiver Available to authorize SDAIE instruction while working on Preliminary with adequate progress toward Clear (new standards) or if previous DS CTE/Vocational Ed held while earning CCSD

National Board Certification Teachers who are certified by the National Board for Professional Teaching Standards may apply directly to the Commission for a Clear teaching Credential by submitting: Photocopy of National Board Certification Completed application (form 41-4) Appropriate application processing fee National Board Certification in Career and Technical Education Specialty Areas Agriculture and Environmental Sciences Arts and Communications Business, Marketing, Information Management, and Entrepreneurship Family and Consumer Sciences Health Services Human Services Manufacturing and Engineering Technology Technology Education

OCDE CAREER TECHNICAL EDUCATION (CTE) TEACHER CREDENTIAL PROGRAM The Orange County Department of Education (OCDE) is an approved Commission on Teacher Credentialing (CTC) Program Sponsor for the Designated Subjects (DS) CTE Credential. The program evaluates CTE credential applications and makes credential recommendations to CTC as well as providing a series of sequenced coursework that prepares new CTE candidates to become effective teachers. Two New Programs Credential Holders Program For Candidates who already hold a clear credential First-Time Credential Program For Candidates who do not have a clear credential

First-Time Credential Program First-Time Credential Program Candidates must: Qualify through application process Complete CTE Online Early Orientation Complete the required courses CTE Teacher Preparation Course Instructional Practices of CTE Additionally within the three years candidates must: Demonstrate Competency in all Category II Program Standards Complete Health Education for Educators Fulfill U.S. Constitution Requirement Complete CPR – Infant, Child, Adult Verify four terms/two years of successful CTE teaching experience Or Complete Advanced Teaching Methods and Strategies Courses (CTE104)

Myth busters The Designated Subject (DS) CTE teaching credential is only for ROP classes. A teacher with a DS CTE credential cannot teach at a high school. A teacher with a DS CTE credential cannot teach a-g courses. A teacher with a previously issued DS in Vocational Education needs to earn the new DS in CTE to continue teaching.
