GOMACTech-04 Transformational Technologies OK Zach Lemnios, DARPA Conference Chairman Edgar Martinez, DARPA Technical Program Chairman 28 May 2003

GOMACTech-04 Theme: Transformational Technologies March 15 – March 18, 2004 Monterey, CA Theme: Transformational Technologies Technology is the differentiating factor that has assured US prominence in the global arena. Enhanced lethality with minimization of loss of life and collateral damage are all heavily reliant on knowledge of the battlefield and precision target prosecution. Miniaturized and more capable sensors, robots, high performance information processing and dissemination, and unmanned systems will dramatically change the way that the we defend ourselves at home and abroad. This conference theme highlights the impact of technology on our next generation systems and the technologies that will shape the generation after next. Conference Chairman Zach Lemnios, DARPA Technical Program Chairman Edgar Martinez, DARPA Treasurer Gerald Borsuk, NRL Secretary Carl Kotecki, NASA-GSFC Award Chairman Loren Linholm, NIST Social Chairman Sammy Kayali, NASA/JPL

Baseline Assumptions GOMAC-01 GOMAC-02 GOMACTech-03 GOMACTech-04 Location San Antonio, TX Monterey, CA Tampa, FL Attendees 181 240 225 250 Exhibitors 18 24 20 Registration $425/$500 $450/$500 Expenses $146,425 $173,725 $131,525 (bud) $125,000 Income $129,195 $164,790 $151,575 (bud) Net Income/Expense ($17,230) ($8,935) $20,050 Keynote Talk Bill Howard Charles Holland BG(P) Parker TBD Technical papers 93 86 oral/35 panel 208 200 Technical Sessions 12 14 oral/4 panel 29 25 Classified sessions 1 ITARS papers > 14 >16 >35 >30 Brief to industry Program reviews ? 3 Conference Social Mon & Wed Eve none Wed Eve Need Registration costs from Ralph for prior years conferences 1996-1999 = $360/$425, 2000-2002 =$425/$500 Need number of papers submitted to prior years conferences that were approved with ITARS restriction. -- I do not know how many papers were ITAR since authors were not very compliant with submitting the information sheet in their author kits. Since we controlled the entire book as an ITAR document, the issue was believed to be moot. Of the authors who submitted. In 2001 we show 14 “Not approved for public release” out of 53 respondents. In 2002 we show 16 “Not approved for public release” out of 41 respondents. So far in in 2003 we have 35 “not approved for public release out to 150 respondents. Need number of programs reviews that were included in prior years venue 2002 listed RFLICS as an open review although other sessions covered some program Don’t know for 2001

GOMACTech-04 Technical Program Committee Steering Committee Meetings: 10/2, 2/18

Proposed GOMAC-03 Budget Need Ralph to develop a strawman proposal to hold the conference costs to $125K and break even. I hesitate to make even a strawman 2004 budget without more detail. We would just have to assume a remake of the 2003 budget. We will need to see how accurate we are with the 2003 budget since the meeting has changed in many respects form previous GOMAC such as going to an all E-presence and in light of the split from HEART. We would then have to reassess all other major assumptions -- do we plan an exhibition -- would publication plans remain -- and many others. For example, PCM has not yet determined what our fee would be if there were no exhibits.

Key Challenges Sustain the quality of GOMACTech Keep registration up Retain the TPC Champion approach Keep registration up DARPA (and other) concurrent Reviews Identify and obtain commitment from keynote Press for earlier commitment Retain Backups OK
