Briefing Purpose Raise the awareness of the Active Component of the needs of the Submarine Force Reserve Component Provide the separating Junior Officer with an overview of career path options, Submarine Force Reserve Component mission areas and unit locations Provide the Active Component with points of contact for questions on transitioning to a career in the Reserves Submarine Warfare Officers, when leaving active duty, are faced with the decision to continue their naval careers as a member of the Reserve Component or to totally end their service. This decision is harder when there is a lack of information available on reserve career options, especially within the Submarine Force Reserve Component. The training and qualifications achieved by the Submarine Warfare Officer on active duty are not repeatable in the reserve component, which makes the ability to retain our outstanding officers a critical effort. As in an active duty career, there are financial and other near and long-term benefits to consider. This brief is intended to provide an overview of career path options and highlight specific opportunities within the Submarine Force Reserve Component. 16-Sep-18 For Official Use Only

Mission Capabilities are broadly broken down into units that support SUBFOR Operations and SUBFOR Maintenance. The units are geographically dispersed as detailed on the following slides. The chances are that no matter where a separating officer will locate upon leaving Active Duty, there is a SUBFOR(RC) unit within reasonable commuting distance. 16-Sep-18 For Official Use Only

Typical 1120/1125 Career Path 16-Sep-18 For Official Use Only The bedrock of the Submarine Reserve Community is sustained superior performance. The traditional career path includes a submarine Division Officer tour – normally one submarine – occasionally a split tour or shipyard /new construction. Junior officers qualify in submarines during their sea tour. Transition to the Reserve for most officers follows with transition through tours of increased responsibility including Department Head or equivalent tours, Executive Officer and a Commander unit CO tour for competitive officers. The most competitive officers complete more than one CO tour at both O-5 and O-6 ranks. Reserve unit tours are primarily in shore units, operational support units (CSG/ESG) Major Command staffs or Readiness Command (REDCOM) staffs. Operational qualification (SATWO and SEC) has become more and more critical to Submarine Reserve participation and career success and is now a prerequisite for O-6 command of a CSG/ESG Reserve unit. The Apply Board is a process by which senior SELRES (O5-O6) officers must apply for command and non-command billets in order to continue to serve in a paid drill status and fill valid requirements for the Navy Reserve. The Apply Board also selects O3 and O4 officers for command billets. Effective 01 Oct 07, O3 and O4 officers will use the Apply Website to view and apply for vacant non-command billets. Desired Career Milestones LIEUTENANT: Education & Learning. Seeking more demanding positions in their commands. Some seek Command of Expeditionary Maintenance (Tender) units or Waterfront Ops units (NSSCs). Many pursue billets outside community. Generally 03s transition from AC with 5-8 years experience, qualified in Submarines and as Nuclear Engineer (SN0/1). LIEUTENANT COMMANDER: Develop additional operational expertise. Qualify as SATWO, TASWO or ASW/OPCON watch. Seeking greater responsibility and leadership; often transition out of community to units with larger staff. Start JPME. Begin travel for leadership jobs. Hot Runners seek XO/CO jobs. Some mobilize. Some 04s come from Submarine DH tour (Eng/Nav/Weps). COMMANDER: Command, XO, ACOS. Some seek significant ADT/ADSW. JPME & Joint assignments. Additional NOBCs. Seek the hard jobs; more likely to travel. SEC or BWC quals, mobilization, selection/policy board duty. Mentoring, investing significant time in Navy. Highly competitive officers command twice, often outside community. Balance of Family/Job/Navy. CAPTAIN: Command, Major Staff. Additional NOBC’s. Significant mentoring and engagement in policy boards, statutory boards, Force/Fleet-wide studies. Regional/National-level Navy activities. Recognized expertise within community and sought out by TYCOM and CSG/ESG Commanders for ASW skills. Mobilization The Submarine Force Reserve Component is a critical element in supporting OIF/OEF/GWOT Individual Augmentees to various commands Customs Detachments Current Mobilization Guidance is contained in NAVADMIN 007/07 2 year deferment if affiliate with the Navy Reserve within 6 months (183 days) of release from Active Duty 1 year deferment if affiliate with the Navy Reserve between 7 and 12 months (184-365 days) of release from Active Duty Deferment from involuntary mobilization commences on the affiliation date with the Navy Reserve Applies to all NAVET and OSVET sailors who have affiliated with the Navy Reserve since 02 Oct 06 Mobilization readiness is a key requirement for all Reserve Component Officers and Enlisted. When AC personnel transition to RC status, as part of their continuum of Service, it is important they receive fair treatment, based upon length and nature of previous service, family responsibilities, and employment Therefore, to permit a reasonable transition Period and to avoid back-to-back deployments or mobilizations to the maximum extent possible, a mobilization deferment policy has been put in place as detailed above. 16-Sep-18 For Official Use Only

Capability Area Details Strike Group Operations Operational command and control of U.S. submarines when assigned to CVSG and ESG. During major exercises and high tempo operations, Submarine Advisory Team (SAT) coverage is required for maximum SSN utilization while assigned to Strike Group. Provide Water-space Management/Prevention of Mutual Interference, communications, undersea warfare expertise, and insure no blue on blue events. Provides a surge capable enhancement to ASW capability of the Strike Group. Submarine Force Operations Operational command and control of U.S. and allied submarines. Control water space assignments and provide operational tasking. Directly support strike, undersea warfare, ISR, SOF, strategic deterrence and other submarine missions. Provide continuous communications capability for all submarine broadcasts and communications circuits. Capability Area Details (Cont’d) Theater Undersea Warfare Operational coordination of detection, classification, localization, prosecution, and if necessary, destruction of hostile or potentially hostile submarines. Centrally coordinate air, surface and submarine platforms to provide real time locating and cueing data for tracking and prosecution of submarine threats to the U.S. or its allies. Provide essential command and control assistance to operational authorities for USW assets in theater. Submarine Force Security Provide force security at forward bases, both CONUS (non-Navy ports) and OCONUS (US Navy facilities during high threat periods), in support of SSBN COOP OPLANs. to ensure adequate protection of submarines during ship refurbishment, re- supply, or crew swaps. Also can provide submarine security during transits of through vulnerable, high threat areas. 16-Sep-18 For Official Use Only

Capability Area Details (Cont’d) SSGN Mission Support Identify and develop new submarine tactics to take advantage of SOF and strike capabilities inherent in the SSGN. Provides for development of Concept of Operations for SSGN, tactical development and experimentation, including the design and conduct of at-sea exercises, analysis of the results, and promulgation of results to operational submarine fleet. Once operational, provides command and control of SSGNs, including control of water-space assignments, provide operational tasking, and support of crew changes and mission certifications at forward deployed locations. Tactical Development and Experimentation Identify and development new submarine tactics to counter emerging threats and new mission sets. Provides for tactical development and experimentation, including the design and conduct of at-sea exercises, analysis of the results, and promulgation of results to operational submarine fleet. 16-Sep-18 For Official Use Only

Capability Area Details (Cont’d) Submarine Rescue The Submarine Force is tasked with providing a global 7x24 Submarine Rescue capability. Successful deployment depends upon speed and agility which is based on both extensive training and task segmentation – deploying focused teams to expedite each point of the logistics supply train. The expertise of this specialized force can be honed and measured by exercise performance. Capability is shifting from AC to a mix of RC and contractor, with AC oversight. Note: Majority of Capability is in COMSUBPAC AOR Expeditionary Maintenance Surge maintenance capability to forward deployed submarine tenders in Guam and TBD/overseas maintenance activities. Supports Sea Basing capability for mobilization of maintenance personnel to support extended global conflict and/or multiple contingency operations. Personnel provide readiness to USN forces while maintaining readiness qualifications for mobilization.
