What is need and ‘hidden need’ SCF and UCS Hidden Needs Report 2016 (and 2011) 3 dimensions of need – income, access to services and isolation Need is when it is hard to ‘secure the basic necessities without external support’ ‘hidden need’ = affluence conceals deprivation Suffolk is a relatively affluent county but this can mask significant need - being disadvantaged in an otherwise affluent area can compound that disadvantage i.e. make it worse e.g. the hinterlands of Framlingham are among the least deprived 10% of neighbourhoods in England but include 65-85 people living in income deprivation

Approach ESP Task and Finish Group – met three times Suffolk Coastal and Waveney District Councils, Suffolk County Council, Suffolk Community Foundation, Community Action Suffolk, Seckford Foundation Looking at priority groups individually useful but limiting Agreed to map measures of each of the 3 dimensions of hidden needs – income, access to services and isolation – against each other Focus on three key life stages/groups - resilient families / households, those dependent on services and older people

Approach Aim = identify multi-dimensional ‘hot spots’ across East Suffolk to highlight the relationship between different types of need Maps will help the ESCT Communities Officers/other locality-based staff to target projects where they will have most impact BUT it is vital we understand what is already happening in these communities to address the needs identified AND how this relates to demand on services e.g. adult social care, hospital admissions, crime levels, demand on GP services, safeguarding

Connecting People in East Suffolk ESP Board provisionally agreed to allocate £100k (and SCC £20k) to support projects to tackle hidden needs in Suffolk Coastal and Waveney Intended Outcome = ‘reduced levels of social isolation in communities in East Suffolk within the next 18 months through a range of community-led interventions that tackle specific needs in individual localities’ Primary focus on ‘older people who are socially isolated and families with limited access to resources which, in turn, leads to isolation in children and young people’ Links to other initiatives e.g. ESCT, CAS Good Neighbour Scheme Coordinator, grants programmes (including the SCDC ECBs and Exemplar, WDC Community Enabling Grants, SCC locality budgets), Place based work in Felixstowe, Leiston and Lowestoft, Local Area Coordinators, Big Lottery proposal for Lowestoft, Flourish work in rural communities, Community Buildings support)

The proposed programme Three key elements to the programme: Campaign work to raise awareness of hidden needs and stimulate discussion about the mapping, including short films, a ‘Shine a Light’ publication and events aimed at Town and Parish Councils, Councillors, VCS and potential local donors Community capacity building, including ‘deep dives’ in hot spot areas to understand assets, current activity and gaps. Commissioning of larger scale projects to address the gaps A new ‘giving’ programme using DC and SCC funding matched by local donors – ESP Board members would set the criteria and sit on the decision-making Panel

The East Suffolk Communities Team Staff from SCDC / WDC (x 6) and SCC (x 2 – plus one on maternity leave – and the 2 Local Area Coordinators for Saxmundham / Leiston and Beccles / Worlingham) 8 Communities Officers will act as lead contact for one of the eight localities (5 Suffolk Coastal, 3 Waveney) Locality role + Specialist role = Communities Officer Additional resources – 2 x Communities Support Officers and 2 x Apprentices (all temporary for one year) from Sept 2017
