Dick van den Hout Results of the annual air quality reports under the Framework Directives CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Reporting by Member States to Commission under AQ legislation Abatement planning 1 2 3 Questionnaire Decision 2004/461/EC Raw data and network info under EoI Zones and exceedances under FWD and DDs EoI: Exchange of Information Decision FWD and DDs: Framework Directive and Daughter Directives CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Questionnaires AQ Daughter Directives on 2003 received Mandatory Voluntary EU15 New MSs Daughter Directive 1 All 5 Daughter Directive 2 Daughter Directive 3 10 CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Quality of submissions Unprotected Excel format was chosen for flexibility (and low development costs); but errors are not rejected. Many trivial errors, which we could correct by hand Substantial number of non-trivial errors; several important mandatory data (e.g. station identification) missing for some Member States Some voluntary data are needed for evaluation, but have not been filled in by all Member States, e.g. exceedance of Upper Assessment Threshold, population in zones. CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Example of zone maps: Austria CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Example of zone maps: Belgium CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Example of zone maps: Finland CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Example of zone maps: Greece CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Example of zone maps: Germany SO2 CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Example of zone maps: Germany Ecosystem/vegetation CAFE Steering Group meeting Brussels, 22/23 Nov 2005

EU-wide zone map is needed For presentation of air quality information by Commission and EEA, an EU-wide zone map is needed. Half of the EU15 Member States have sent digital zone border coordinates: as border polygones or as GIS files. But hard to rework into a consistent EU map! Activity in Data Exchange Group (presentation Andrej Kobe) CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Total number of zones (EU15 and 5 new MSs), dependent on pollutant and protection target * For ozone, not all EU15 Member States are included CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Area of Zones by Member State CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Population of zones by Member State CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Zones exceeding LV (+MOT) for SO2, lead, benzene and CO in 2003 CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Zones exceeding LV (+MOT) for NO2, NOx and PM10 in 2003 CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Impression of stringency of limit values (here excluding MOT!) year Note: percentage relates to zones designated for the protection target considered. CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Zones exceeding LV+MOT  Plan or Programme required CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Exceedance of the LV+MOT for daily mean PM10 CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Exceedance of the LV+MOT for annual mean NO2 CAFE Steering Group meeting Brussels, 22/23 Nov 2005

* For ozone, not all EU15 Member States are included CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Voluntary reports Enough stations? (1) Minimum number of stations per zone depends on Population and whether: Assessment Thresholds are exceeded Supplementary Assessment (e.g. modelling) has been carried out the zone is an agglomeration or not (for SO2 and NO2) Voluntary reports CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Enough stations? (2) CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Enough stations? (3) CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Classification under O3 Directive Comparision of station classification under EoI and the Ozone Directive (1) Classification under O3 Directive Classif- ication under EoI … CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Comparision of station classification under EoI and the Ozone Directive (2) Suitable for measuring under the Ozone Directive? CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Spatial assessment (1): percentage of zones where the compliance status was based on modelling CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Spatial assessment (2): Territory covering statistics of air quality Statistics: totals per zone for Area > LV Street length >LV Population >LV Ecosystem area > LV One MS (CZ) sent this for all zones and all pollutants, 4 MSs sent this partially, the other MSs not. CAFE Steering Group meeting Brussels, 22/23 Nov 2005

Concluding remarks Report on 2001-2003 to be published soon. Too many (large and small) inconsistencies in MSs’ reports  processing is cumbersome and time consuming How important are differences in monitoring networks/modelling approaches in Member States? Voluntary status of certain data makes compliance checking partially impossible. Today limited use of modelling for compliance checking. CAFE Steering Group meeting Brussels, 22/23 Nov 2005
