RAND 05/LTC Fellowship Program Purpose Today’s Opnl Environment Fully Trained Ops Strategy National Security Strategy National Military Strategy Strategic Planning Guidance National Defense Guidance Quadrennial Defense Review PPBE Peacetime process Army Strategic Planning Guidance Operational Needs Statement Setting the Force Combat Development Development of Army functional systems Formulation of concepts, doctrine, organizations & materiel Materiel Development Research and development Testing Product validation Force Development Translating Army resources Develop time-phased programs & structures to support missions and functions To provide FA 50 officers an opportunity to conduct research and analysis on critical force management issues at the Departmental and DOD levels and provide an avenue to get published. RAND 05/Lieutenant Colonel Fellowship (12 months) Emphasis placed on skills, knowledge, tools and attributes of successful business practices at the mid to senior level National Strategy Research Program Analysis Affordability, Executability and Supportability Assessments Capability Gap Analysis KPP Assessments, Supportability and Testability Joint Capabilities Integration and Development Assessments Cost/Benefit Analysis e. Fellowships. FA 50 Majors and Lieutenant Colonels can compete for a RAND, Arroyo Center Fellowship. RAND is a Federally Funded Research and Development Center (FFRDC) with its headquarters in Santa Monica, California. FA 50 sends one officer a year to serve a twelve-month tour with the RAND Arroyo Center in Alexandria, Virginia. The fellowship offers the officer the opportunity to conduct in-depth research and analysis on critical force management issues at the Departmental and DoD levels; the opportunity to become a published author exists as a part of this fellowship as well. Interested officers endure a rigorous selection process and interview to ensure that the best officer is selected to represent the force management community. Upon successful completion of the year tour, the officer incurs a three-year commitment. Officers interested in competing for this Fellowship must meet the minimal requirements outlined in AR 621-7, Fellowships and Grants. Interested officers and should contact the FA 50 branch manager at HRC and the FA 50 Proponency Office NLT 31 May of the current year to ensure timely preparation of their Fellowship packet. Officers should complete a master's degree in a primary or associate discipline (refer to tables 35-2 and 35-3) prior to consideration for the RAND Fellowship.
