Frederic Jacquemin DG– Africalia : Challenges and Opportunities for the Unesco 2005 Convention Africalia ‘s experience Frederic Jacquemin DG– Africalia

Framework

Culture is not listed as one of the SDG Deeply entreched in the cooperation field “Erst kommt das Fressen, dann kommt die Moral!" ” Yet culture = a driver and an enabler of sustainable development Many explicit references with the 100 + targets = tools for Africalia to work with

Culture as an economic driver : tapping in the economic potential of creativity 2.5 : uilization of genetic resources and associated traditional knowledge 8.3 : decent job creation, entrepreneurship, creativity and innovation 8.4 : decouple economic growth from environmental degradation Culture in education 4.7 develop appreciation of cultural diversity and of culture’s contribution to sustainable development Tangible and intangible Heritage 8.9 and 12.b on tourism 11.4 : cities and human settlements inclusive, safe, resilient and sustainable 16.4 recovery and return of stolen assets

The Convention for Africala

recognize the difference of cultural and creative goods and service Has a “social” value but is by far, more effective and than all other major industries And more “future proof” than many others unllimited ressources Non polluting Vector for peace

In the North In the South : in 2012 4,2% of Total Europan GDP (536 Billions) 3rd larger employer in EU France : 57,8 Billions ( 2 x Télecoms, 7x Car insdustries In the South : 2,8% of active population ( 2012) in BF

-Challenges-

« Low intensity warfare » : China Diversity : from 80/20 to 90/10 Oligopolistic structure of the market Corbis (photos) Cartel : Sotheby’s, Christie’s Need for a global contract Increasing immateriality of the products and of the exchanges Need for an independant and global coalition

-Opportunities-

Legal force of the Convention: Quoted in international disputes ( increasing) Preferential Treatment for Developing Countries (Art 16) : play a pro-active role by putting in place national policies and measures at the appropriate institutional level, as well as multilateral, regional and bilateral frameworks and mechanisms to implement and operationalize Article 16. EPA – EU /Cariforum EU _UNESCO partnership Should be intergrated in all Members States Dev policies

CultureS : the danger of polysemy Ressources CultureS : the danger of polysemy Short comings in the formulation of SDGs Political role of culture is absent The political power of culture is overlooked (Burkina Faso, Burundi) Freedom of expression is vague (16.10 ..libraries)

Keep calm and Go mainstream
