Demonstration of Increased or Improved Services for Unduplicated Students (DIISUP) Workshop Tuesday February 27, 2018 Hosted by:

Agenda Review of DIISUP 1 Webinar DIISUP Overview Review of Sample DIISUP Discussion Protocols Practice DIISUP Activity LCAP DIISUP Activity

Review of DIISUP 1 Webinar Activity: Blue Bird sharing What is one thing you remember from the webinar? Each person in the group shares a short (think tweet) statement of what they remember. Go around the group with each person sharing one thing, until time is called. Have participants think back to when they saw the DIISUP Webinar, either on Nov 9, or the archived version. Hopefully this quick review helped everyone reconnect to the learning from that day. We will now review some of the key points we want to keep in mind as we go deeper into the protocols today.

DIISUP Overview 10:15 – 10:45

Remember “Every system is perfectly designed to achieve the results it gets. If a system wants different results, something must change.” ~ W. Edward Deming

DIISUP Section LEAs are required to increase or improve services provided to unduplicated students as compared to services provided for all students DIISUP does not impose a restriction on HOW funds are spent Amount of increase/improvement must be by at least percentage listed in DIISUP section (from FCMAT calculator) This does not place a restriction on what funds can be spent on

DIISUP Section Last section of LCAP asks to describe how each LEA-wide or School-wide service meets the DIISUP requirement

DIISUP Section Ways an action or service can contribute to meeting the DIISUP Requirement Targeted exclusively at unduplicated student groups (“Limited to Unduplicated Student Groups”) School-Wide or LEA-Wide For LEA operating multiple sites, use “LEA-wide” to refer to all schools and use “Schoolwide” to refer to single school For LEA operating single site, use “LEA-wide” or “Schoolwide” but be consistent throughout LCAP An Example of targeted is: Bilingual aide, or spanish:english glossaries An example of - wide might be: district wide vocabulary development program

DIISUP Section LEA- or School-Wide Action or Service Based on local context and need, it is principally directed to and effective in meeting an LCAP goal for unduplicated students Applies to All County Offices of Education All Charter Schools School Districts (with unduplicated % of at least 55%) Non-Charter Schools (with unduplicated % of at least 40%)

DIISUP Section LEA- or School-Wide Action or Service Based on local context and need, it is principally directed to and most effective in meeting an LCAP goal for unduplicated students Include alternatives considered and supporting research, experience, or educational theory Applies to School Districts (with unduplicated % less than 55%) Non-Charter Schools (with unduplicated % less than 40%) MOST

DIISUP in Goals, Actions and Services Identified services are those in Goals, Actions, and Services section in LCAP that are listed as contributing to meeting DIISUP Requirement Note that new template may look different, but the same information is there.

DIISUP Approach Ask Not: Ask: Can I spend my supplemental and concentration funds on a certain program? Ask: Should I spend my supplemental and concentration funds on a certain program? Will this program increase or improve services for my unduplicated students as compared with the services provided to all students? Gets back to the HOW The should relates to equity

This Is About Equity DIISUP focuses on the different needs of the unduplicated students

DIISUP Approach When considering DIISUP Actions/Services: Have a clearly defined understanding of what your district’s base program is. Ensure that the right people, with knowledge of programs for unduplicated students, are part of the conversation.

DIISUP Approach General DIISUP Considerations: What evidence (research, data, local experience) exists to support the inclusion as an increased or improved service? Is it specific to unduplicated students? How have your stakeholders (incl. advisory committee, if applicable) addressed these questions?

DIISUP Approach Considerations for each existing DIISUP action/service: What is the continuing need among unduplicated students to continue this existing action/ service? What data or information in the LCAP Annual Update section supports the conclusion that this existing action/service addresses a need of unduplicated students? Is this data or information specific to unduplicated students? Existing actions or services can be kept, revised, or strategically abandoned.

DIISUP Approach Considerations for each new DIISUP action/service: What is the need among unduplicated students for this new action/service and how will it benefit unduplicated students? Is the need/benefit different for non-unduplicated students? How will you know if this new action/service increases or improves services for unduplicated students as opposed to non-unduplicated students? If you add something new is there something else you can strategically abandon?

What resonated with you during the overview section? Team Talk/Break – 8 minutes What resonated with you during the overview section? 10:45

DIISUP Discussion Protocols Four sample DIISUP Discussion Protocols Designed to help you describe how each identified LEA- or school-wide action/service contributes to meeting the DIISUP Requirement Each protocol is designed for different needs and contexts We do not recommend one over the other – use, don’t use, or modify based on local context 10:55

DIISUP Discussion Protocols Protocol 2B Protocol 3A Protocol 3B Designed for new actions/services X Designed for existing actions/services Requires additional preparation before use Provides step-by-step analysis Highlights outcome gaps Outlines base program Asks about next steps for action/service

Protocol 1 Kristine Focus in on writing the narrative: - for training – give sample actions - to track increased/improved in LCAP and why they would be effective?

Sample DIISUP Activity B Working in a team of 2-3, use the example action/service provided to complete this sample DIISUP process. Nancy Team Work – mention the importance of having the right people in the room when working on the LCAP Walk through activity – would be used for existing action/service Generate more than one DIISUP narrative.

Now It Is Your Turn After reviewing the 3 other protocols, you will work with your district/charter/COE team to work through either an existing action/service in your LCAP, or come up with ideas to address a currently unmet need. Refer to the organizer to decide which protocol is most appropriate for your needs.

DIISUP Activity – Existing Actions/Services Protocol 2B Identify an action/service in your current LCAP designed to increase or improve services to unduplicated students as compared to services provided for all students. Complete Protocol for the identified action or service Reflect on/share out completed DIISUP narrative Nancy Show 2B – like group activity OR

DIISUP Activity – Existing Actions/Services Protocol 3B Identify an action/service in your current LCAP designed to increase or improve services to unduplicated students as compared to services provided for all students. Complete Protocol for the identified action or service Reflect on/share out completed DIISUP narrative Kristine Show 3B – more in depth, looks at a larger piece of the whole program – good for systems design and analysis OR

DIISUP Activity – New Actions/Services Protocol 3A Identify an area in your LCAP where a new action/service is needed to increase or improve services to unduplicated students as compared to services provided for all students. Complete Protocol Reflect on/share out completed DIISUP narrative Kristine Show 3A – more in depth, looks at a larger piece of the whole program – good for systems design and analysis; could help with root cause analysis for an under-performing student group more in depth, looks at a larger piece of the whole program – good for systems design and analysis
