The Technical File For wines provided from the single OCM Council Regulation (EC) nº 1234/2007 of 22 October 2007, establishing a common organization of agricultural markets and on specific provisions for certain agricultural products (Single CMO Regulation); Commission Regulation (EC) nº607/2009 of 14 July, rules for the implementation of Council Regulation as regards protected designations of origin and geographical indications, traditional terms, labeling and presentation of certain wine sector products.

The Technical File Objectives Preserve the particular character of wines with protected designations of origin and geographical indications; To approximate the legislation of the Member States with a view to establishing a level playing field for competition within the Community; Standardize the specific provisions adopted by the Member States must comply; To improve the traceability of the products in question and to specify which aspects the checks must cover.

The Technical File The single document Mentioned in Article 118c(1) in the electronic format defined by the Commission services. The national decision of approval It is not required to send other pieces of national legislation unless there are particularly pertinent for the case. Other national legislation will be included in the product specification. The product specification The rules related to the composition of the wine.

The Technical File Single document Name and address of the Applicant Applicable requirements, laid down by Community or national provisions or, where foreseen by Member States, by an organization which manages the protected designation of origin or geographical indication; Having regard that such requirements shall be objective and non- discriminatory, and compatible with Community law.

The Technical File The product specifications It is not to regroup all the existing rules related to the production of PDO/PGI wines. It is not necessary to include, in the product specifications, the rules related to the composition of the degustation committees, the rules describing the method of demarcation of the geographical areas or other fiscal or social rules dedicated to the wine sector.

The Technical File The product specifications Basically: The product specifications should include all the rules that have a direct influence on the product, otherwise, a wine is considered as "non-compliant" (and is not consequently placed on the market with the relevant PDO/PGI); The criteria of non compliance are in the product specification; In order to prevent distortions of competition, checks should be carried out on an ongoing basis by independent bodies.

The Technical File The product specifications The Name to be protected The name to be protected should be registered only in the language (s) used to describe the product in question in the demarcated geographical area; The name should be registered with its original spelling (s).

The Technical File The product specifications Demarcation of the geographical area The area should be demarcated in detail, precisely and unambiguously, so that the producers, the competent authorities and the control bodies can ensure whether operations are being carried out within the demarcated geographical area; Production in the demarcated geographical area - Production covers all the operations involved, from the harvesting of the grapes until the completion of the wine –making process. Indicates the derogations established in the Commission regulation E.g.: An area in the immediate proximity of the demarcated area concerned, in conformity with national rules.

The Technical File The product specifications Wine grape variety or varieties Established in each member-state for the wine-making; It is obtained from vine varieties belonging to Vitis vinifera or a cross between the Vitis vinifera species and other species of the genus Vitis.

The Technical File The product specifications Maximum yields The maximum yields should be expressed both in kilogram of grape per hectare and in hectoliter of the final product per hectare; The yield defined by national legislation of each member state cannot be exceeded, otherwise the wine loses the right to be classified as PDO or PGI.

The Technical File The product specifications Description of the Wine For wines with a designation of origin and a geographical indication its principal analytical and organoleptic characteristics; E.g.: wines with intense color and full aroma Depending on the production or ageing method, the grape varieties, or the quality, color, type of place; This description will be used to establish the link with the geographical area.

The Technical File The product specifications Specific oenological practices Oenological practices used to make the wine(s) Vinification processes according with the type of product can be produced only from the grapes the sugar content be produced only; Without enrichment processes; as the relevant restrictions on making the wine(s) Rules for a specific color; To be produced only from the selected grapes and varieties; During a minimum period of ageing.

The Technical File The product specifications Link with the geographical area The details bearing out the link with the characteristics of the geographical area and their influence on the final product should also be defined; it is necessary to provide information about the history of the product, the production or ageing method, the grape varieties, or the quality, color, type of place, or a particular characteristic of the wine.

The Technical File The product specifications A description of the causal interaction Designates the place or rural site with particular soil characteristics and a microclimate; That differentiates it and distinguishes it with a geographical indication notoriously linked to the culture of vineyards from which wines with singular characteristics and qualities are obtained; Accordingly with the own characteristics of each region.

The Technical File The product specifications Traditional terms Means a term traditionally used in Member States for product has a protected designation of origin or a protected geographical indication under Community or national law. Used to qualify a type of wine the production or ageing method, the minimum alcoholic degree, the grape varieties and the strict analytic rules. For wines produced exclusively in one geographical indication Indication to a region or a specific place that has been recognized to describe wines that comply with requirements associated a specific quality, reputation or other characteristics attributable to their origin.

The Technical File The product specifications Information of wine products Packaging in the demarcated geographical area If a product specification indicates that packaging of the product must take place within the demarcated geographical area or in an area in the immediate proximity of the demarcated area should be given in respect of the product concerned. Regards the vineyard register, the compulsory declarations, and the gathering of the wine sector registers to be kept.

The Technical File The product specifications A minor amendment: does not relate the essential characteristics of the product; does not alter the link; does not include a change in the name of the product; does not affect the demarcated geographical area; does not entail any further restrictions on the marketing of the product.

The Technical File The product specifications Importance of this Issus With this technical file the commission wants to have information in order to improve the traceability of the products; have information available for the purposes of agreements with third countries.
