Implementation of the new scheme New system entered into force from 1 January 2016 Implemented in 13 Member States Decisions for 2016 taken by 1 March: % for new plantings at national level Geographical limits at subnational level Eligibility criteria and pro rata and/or priority criteria Restrictions on replantings By 1 November the notifications on authorisations granted in 2016

Geographical limits at sub-national level No limits notified for 9 MS: Italy, Romania, Hungary, Bulgaria, Greece, Austria, Slovakia, Czech Republic and Slovenia Spain with limits for 4 PDO areas: Rioja, Ribera del Duero, Navarra and Bizkaiko Txacolina/Txacoli de Bizcaia/Chacolí de Bizkaia Portugal with limits for 3 wine regions: Porto/Douro, Madeira and Alentejo Germany with limits for the 6 PDO areas of Rheinland Pfalz and for areas without GI in the regions of Rheinland Pfalz and Sachsen France with limits for 291 out of 355 PDO, 15 out of 75 PGI, and for areas without GI in some wine regions

Allocation of authorisations for new plantings 100% on a pro rata basis for 6 MS: Italy, Romania, Hungary, Bulgaria, Slovakia and Czech Republic Germany with 21,06% on a pro rata basis and 78,94% on the basis of 1 priority criterion (areas with natural constraints) Austria with 100% on the basis of 1 priority criterion (increasing the size of small and medium size holdings) Spain and France with 100% on the basis of 2 priority criteria (young producers and prior behaviour of the producer)

Allocation of authorisations for new plantings Portugal with 100% on the basis of 4 priority criteria (improving the quality of PDO and PGI wines, young producer, increasing the size of small and medium holdings, and prior behaviour of the producer) Slovenia with 100% on the basis of 3 priority criteria for most of the territory (areas with natural constraints, increasing size of small/medium size holdings and prior behaviour of the producer), and 2 priority criteria for the region of Kras (increasing size of small/medium size holdings and prior behaviour of the producer) Greece with 100% on the basis of 5 priority criteria (new entrants, preservation of the environment, areas with natural constraints, increasing size of small/medium size holdings and prior behaviour of the producer)
