Session 2: “Enabling the Implementation” Orientation and Planning for The WinS Policy Implementation Department of Education Bureau of Learner Support Services 25 – 28 October 2016

Approach to Organizational Change: Dr. Harold Leavitt offered a new approach to looking at organizations, in which every organization consists of four interactive components People Task Structure Technology The interaction between these four components determines the fate of an organization Emphasis of the proposition: Any change in one of these elements will have a direct effect on all the other elements, and thus, they will also need to be tweaked to accommodate the change.

Approach to Organizational Change: People: skills, efficiency, knowledge and productivity Tasks: how things are being done; and what are you trying to achieve. Tasks  relevance and their benefits’ Goals  yield and productivity Structure: Hierarchical structure; relationships; communication patterns; coordination between different management levels, departments and employees; how authority and responsibility flow within the organization. Technology: aids or facilities for people to perform the tasks (e.g. computers, equipment, LAN lines, barcode readers, software applications, etc. are all counted under technology).

People Structure Technology Tasks Frame to Guide the Operationalization of the WinS Policy Frame based on Entry Points of Change by Dr. Harold Leavitt Human Capacity development: Orientation Learning Programs for: Organizational learning Individual K&S People Structure Technology Tasks Steering Structures Coordination Working Relationships. Integrated Monitoring – QA – Recognition System using Three Star Approach WinS Policy Goals / Targets Roles and Responsibilities: Oversight, Manage, Implement.

Support Systems M&E system – which covers process (quality of implementation); progress (implementation outputs); and results. Processes will employ and enhance the current DepED M&E system (as stipulated in the WinS Policy). This system will closely feed to the Merit System. Recognition System – a mechanism following the Three Star Approach as a means to ensure standards are followed by motivating and recognizing school compliance and performance /practices. As stipulated in the WinS Policy, this system will involve two levels: Schools Division and the School level. Learning mechanism – this mechanism will employ the current DepED processes and standards Resource mobilization mechanism – this will include the processes for resource generation and allocation. Application of the SBM principles and mechanisms such as school improvement planning and continuous improvement; and the Technical Assistance mechanism that is employed by the regions (under FTAD).
