P. De Bucquois, Vice-President THE ROLE OF CIVIL SOCIETY ORGANISATIONS AND OF SOCIAL ECONOMY ENTERPRISES IN RELOCATION PROCESSES P. De Bucquois, Vice-President Brussels, 29 June 2006

Comité européen des associations d’intérêt général – European Council for Non-Profit Organisations Founded 1989 – About 30 Members from 11 EU Countries

Represents associations in the European Union’s main representative body of social economy (enterprises) : CEP-CMAF (Standing conference of Cooperatives, Mutualities, Associations and Foundations)

Relocations : As a process As an event

An analytical framework for relocations : Fernand Braudel’s three layers : Capitalism Market Material life With a different relation to space AND to time

Civil society organisations : different relation to time (participation requires building trust) Social economy organisations : different relation to space – anchored in « territories » (= politically regulated spaces)

Other dimensions of relocations : - The end of the « job for life » model (rising life expectancy of people, dropping life expectancy of companies) Life exp Individuals Companies Time

Other dimensions of relocations (ctn’d): The increasing role of services Social economy organisations play a key role in this respect because of their important « trust-building » component Education Health and care …

Those features call for increased recognition of social economy enterprises at European level, including in such issues as : Directive on services in the internal market Corporate social responsibility
