Europe is lagging behind the world leaders in central ICT-areas, such as infrastructure, usage and the innovation environment The Virtuous Circle: New regulations, innovation and investment – How to bring Europe back to the Top 2

We need to fight orthodoxy in order to cope with the challenges of the European ICT ecosystem. There is nothing more difficult to plan, more doubtful of success, more dangerous to manage than the creation of a new system. The innovator has the enmity of all who profit by the preservation of the old system and only lukewarm defenders by those who would gain by the new system. There is no silver bullet, but a range of policy areas, where change is urgently needed. The Virtuous Circle: Regulation, innovation and investment are key puzzle stones in the ICT picture. Regulation: Focus on dynamic efficiency and fostering platform competition Less regulatory micromanagement A user-centric approach: Net neutrality and quality monitoring Innovation policies: Harmonised and renewed copyright rules, fit for the digital era A modern data protection standard – Europe has a unique selling position in this area We need to help start-ups by facilitating foundation and building clusters Regulation and innovation policies: There is much room to improve current rules. Financing of infrastructure investment is happening on a European level, policies and initiatives need to be adjusted: We need to compensate for the cut of the Connecting Europe Facility Single (national) pension funds are often too small to engage directly in infrastructure investment – Role models like the Pension Infrastructure Platform (GB) could be spurred on a European scale Creating a European framework for telecoms investment can trigger further investment activities (like the Marguerite Fund was created for energy and renewables) * Draft Regulation on measures to reduce the cost of deploying high-speed electronic communications networks Its all about investment: Financing new infrastructure needs to be supported by the public – this can attract further private funds.
