History Skill Builder Perspective Taking

Perspective Taking History is a written by people, with different points of view and biases. Conflicts arise from differences of opinion, competing interests. Compromises result from communicating, understanding sides. Voters have to consider competing proposals based on how it will affect them and others. Relates to previous skills: Document Analysis: Consider author’s point of view in primary sources, look for textual clues in the language Generalizations/Evidence: Make inferences about the person’s attitude based on what they said and did Cause/Effect: Why do these people have this perspective, how will it affect their actions?

Review historical background Time/Place French Indochina: Japan took control from France during WW2 Trends/Changes Communism in Asia: spread from USSR to China, to Korea and Indochina People/Groups Nationalists and Communists: fought together for independence, then split over division of Vietnam afterwards Acts/Events Geneva Accords: 17th parallel ceasefire line, migrations to North/South based on support/opposition to communism

Identify the stakeholders – who has something to gain/lose? VIETNAMESE FORMER ALLIES North led by Communist leader Ho Chi Minh, wants to reunite Vietnam in election after ceasefire expires South led by various leaders supported by France/U.S. based on opposing communism France wanted to regain control in Indochina, then realized it was a lost cause The U.S. believed communism could spread from Indochina to Philippines, etc. Soviet Union and China wanted to support communism and reduce Western influence in Asia Countries, regions, political groups, social classes, organizations, individuals?

How do their goals and interests affect their perspectives? NORTH SOUTH Ngo Dinh Diem Anti-colonialism and Anti-communism Communism opposed by French-educated and Catholic Vietnamese, landowners and middle class who would have lost private property. Viewed leaders and supporters of the North as “puppets” of the Soviet Union and China Ho Chi Minh Independence, unification under communism Communism popular amongst poor peasants in Asia because they promised land reform, literacy programs, and a rejection of Western colonialism. Viewed the leaders and supporters of the South as “puppets” of the U.S.

How is this perspective reflected in their actions and outcomes? NORTH SOUTH Ho Chi Minh capitalized on alliance with China, guerrilla tactics, instability in South Coordinated with communists in Laos and Cambodia to run a supply trail from North to South Recruited Vietcong in the South who were opposed to Diem/U.S. presence Diem faced opposition and grew increasingly right-wing, oppressive Cancelled reunification elections, oppressed Buddhists Lost support from U.S., was overthrown /assassinated Lack of leadership led to U.S. taking over civil war

Secondary Source Kennedy made it clear that he believed in the domino theory and would continue Eisenhower’s support of Diem in South Vietnam. Despite the challenges the French faced in the region, ‘hawks’ in Washington were confident that Americans would be more successful fighting the communists. Kennedy had also said that America should: “Pay any price, bear any burden, meet any hardship, support any friend…to assure the survival and success of liberty ”. He approved financial support for the South Vietnamese army and sent 1,000 American military advisors to help train them. After seeing that opposition to Diem’s regime in the South was increasing support for communism, Kennedy allowed the CIA to coordinate with military generals who were planning to overthrow him.

In Laos, the North Vietnamese regime has maintained military forces, used Laotian territory for infiltration into South Vietnam, and most recently carried out combat operations - all in direct violation of the Geneva Agreements of 1962. As President of the United States I have concluded that I should now ask the Congress, on its part, to join in affirming the national determination that all such attacks will be met, and that the United States will continue in its basic policy of assisting the free nations of the area to defend their freedom. - President Lyndon B. Johnson on Aug. 5, 1964
